WHO and the Republic of Korea signed a landmark agreement on strengthening bioproduction capacity
WHO and the Republic of Korea signed a Memorandum of Understanding to establish a global training center in biomanufacturing. This global training center will serve all low- and middle-income countries (LMIC) for the production of biological products, such as vaccines, insulin, monoclonal antibodies and anti-cancer drugs.
The COVID-19 pandemic has highlighted the need to expand local and regional production of vaccines and other essential health products in LMICs to ensure equitable access.
To provide countries with the know-how and experience to rapidly produce mRNA vaccines, WHO, in collaboration with partners, has established an mRNA technology transfer program, with the official opening of the Hub facility in South Africa in April 2023.
This multilateral effort and other recent local manufacturing initiatives require ambitious workforce development strategies to recruit, train and retain staff working in these facilities, with the unique competencies required in biomanufacturing.
To address this gap, WHO and the Republic of Korea have collaborated for over a year and are now formalizing their commitment to establish a global training center in biomanufacturing.
“We are pleased to sign this Memorandum of Understanding to take our partnership to the next level and collaborate in developing a comprehensive training curriculum. We hope this world-class training center will help build a skilled workforce and ensure that quality health products can be produced around the world,” said Dr Yukiko Nakatani, WHO Assistant Director-General, Access to Medicines and Health Products.
The Government of the Republic of Korea offers a wide range of national training facilities and programs covering the entire spectrum of biological production and is expanding its operations to accommodate more trainees from other countries with the construction of the Global Bioeducation Campus to be launched in 2025.
“I hope that this Memorandum of Understanding will enhance cooperation between the Republic of Korea and WHO in order to strengthen the biomanufacturing capacity of LMICs,” said Mr. Hwang Seunghyun, Director General of the Office of the Global Vaccine Hub at the Ministry of Health and Welfare of the Republic of Korea .
In parallel, the WHO is intensifying the strengthening of the regulatory system to ensure the quality and safety of health products. Stronger regulatory agencies will also increase confidence in locally manufactured products and curb misinformation and the availability of unsafe, substandard or counterfeit drugs.
