On Thursday, July 16, the Filipinos called in the 7.8-magnitude earthquake that struck northern and central Luzon in 1990 that killed thousands and damaged millions of pesos in infrastructure, buildings and homes.

New technology Over the years, Phivolcs has also strengthened its efforts to reduce disaster risk by enhancing the ability to monitor earthquakes that allow earthquake information to be delivered faster and more accurately.

On Thursday, just in time for the 30th anniversary of the Luzon earthquake, Phivolcs and GeoRisk PH launched the latest multi-agency web tool called GeoMapperPH, a web and mobile application designed to collect and update natural hazards, exposure, vulnerability and resilience data.

Through this app, Phivolcs aims to enable local government units and decision makers to take comprehensive, appropriate and informed decisions and actions for disaster management.

Last year, the government seismology office also introduced the HazardHunterPH application, a web application used to create assessment reports about a user’s location, and includes a summary of earthquake, volcanic, and airwater hazards, along with explanations and recommendations.

Another web app released by the agency in November last year was GeoAnalyticsPH: Tsunami Analytics, which is able to provide brief reports on residents, schools, and health facilities at risk of a tsunami across the country. It can also calculate the total area exposed to the tsunami.

In order to enhance preparedness to counter the effects of natural disasters, Phivolcs has developed some decision support tools such as the Tsunami Scenario Database and Earth’s Crustal Deformation Studies.

To prevent damages and injuries during these events, the government and other agencies have intensified their efforts to ensure the implementation of appropriate protocols in urban planning and construction such as strict implementation of building codes and to ensure that buildings are not constructed at high risk areas such as those prone to landslides or liquefaction.

As part of its call for preparedness for natural disasters, Phivolcs encouraged the public to start teaching children to develop a “preparedness culture” at the top of the annual exercises shaking across the country.

The epicenter of the 7.8-magnitude earthquake that occurred on the afternoon of July 16, 1990 was placed in the town of Rizal in Nueva Ecija, which struck the provinces of Pangasinan, La Union, and Baguio City, the rest of the Cordillera region, even as far as the Metro Manila, Calabarzon, and Bicol region.

Ismail Naragh, officer in charge of the Seismological and Seismic Prediction Department in Vivulcs, said the 45-second Earth shake caused multiple structural damage including the collapse of several buildings in Baguio City such as the Hyatt Terraces hotel, as well as roads and bridges in other provinces.

He added that a total of 1,283 people died due to the strong earthquake, 3,516 were injured, and 460 were lost. The cost of property damage was P99 billion.
