Opposition group – Daily News says: Hollywood earthquake errors make proposed skyscrapers unsafe

LOS ANGELES – A coalition of local stakeholders expressed opposition on Wednesday to a plan to develop skyscrapers near the Capitol Records building in Hollywood after recent geological studies showed that earthquake fault lines pass through the proposed site.
Lawyers for “Stop the Millennium Millennium Alliance in Hollywood” said they believed that the latest environmental reports that Millennium Partners had provided to planning staff in Los Angeles had left important data related to potential earthquakes.

“We have so much more evidence, in fact shells evidence, that the project site … is full of earthquake errors,” said Robert Silverstein, a lawyer who stopped Millennium Millennium Hollywood. “If Los Angeles City Hall has any integrity, then you will listen to the notable US Geological Survey and the California Geological Survey and will not agree to the dangerous new Millennium proposal.”
A message from the California Geological Survey last week to the city planning department said that scientists have found many fault lines that are capable of causing an earthquake as the development – called the Hollywood Center – is being planned.

On May 8, the US Geological Survey released its peer-review analysis of the Hollywood error area in the immediate area of the proposal analyzing multiple seismic data sets and models, all of which showed error effects close to the surface of the Hollywood error in the same locations, CGS mentioned in the message.
The USGS study showed four error projections that pass through the area where the buildings are proposed, some of which pass directly through the planned sites.
Development plans by Millennium Partners include a 46-storey building to the west of Capitol Records Building and a 35-storey building to the east. It also includes two smaller 11-storey buildings.
Total developments will include 1,005 residential units, including 872 market prices, 133 large units at reasonable prices, and up to 30,176 square feet of commercial use within the four mixed-use buildings, according to the City Planning Department.
Philip Aarons, founder of Millennium Partners, said in a statement presented to City News Service that he opposed the state’s conclusions in the letter, as he had done in the past.
Aarons said: “It is clear that the data on which the state relies is significantly less good than the data obtained from the large-scale trenching on our site.” “We will continue to work hard with the city to review any and all data with a view to ensuring the construction of the safest earthquake structure in Los Angeles history.”
Millennium Partners has stated on its website that it hopes to begin construction at the Hollywood Center by 2022.
Aarons said that a new study had been conducted of the latest environmental review of the project and no active fault lines were found below the proposed site, and said that CGS was at the site during the investigation.
“The project site has undergone the largest technical geographic test of any property in Hollywood,” said Aarons. “From 2012 to 2019, seven errors were investigated. In each case, these studies reached the conclusion that there was no active fault at the project site.”
Aarons also said that the company asked its geological advisors to review the latest letter from CGS and analyze its assurances.
Controversy over whether the site is safe to build skyscrapers dates back to 2013, when Los Angeles City Council approved the projects. But he was challenged in court several times by the coalition.
The most recent decision of the US Court of Appeals was issued in September, which considered that the draft environmental reports for the project violated the California Environmental Quality Act because the project description was not stable and limited.
Silverstein said that a new 13,000-page environmental impact report was published for public comment by the city planning department on April 16 and closed on June 1, and people may not be able to comment adequately due to the COVID-19 pandemic.
The Millennium Partners mentioned on the project’s website that the final environmental impact report will be made available during public hearings before the city council, the city planning committee, and the land use planning and management committee in the council.
