The state says “strong” evidence of the Hollywood earthquake error

State geologists have concluded that there is strong evidence that many earthquake errors pass through the site of the proposed controversial skyscrapers development for Hollywood, records obtained by The Times appear.

A message from the California Geological Survey to Los Angeles city planners, obtained through a request of the Public Records Law, raises new questions about the development of the Hollywood Center. The project calls for skyscrapers of 46 and 35 floors surrounding the famous Capitol Records Tower, as well as two buildings for seniors with limited income of 11 floors each.

The letter said: “These studies strongly support the presence of active rift barriers entering the East Hollywood drug estate.” “More importantly, the data collected indicates that more than … a mistake in Hollywood’s mistake surpasses the proposed project site.”

The state also noted a recent U.S. Geological Survey report that found that four parallel sections of Hollywood’s fault were identified just east of the property believed to extend under development.

For years, state scientists have said there is evidence of earthquake fault slides across a strip of Hollywood. In 2014, state officials mapped the Hollywood error – capable of a 7-magnitude earthquake – that appears across the region.

But that didn’t stop a New York developer and Los Angeles officials endorsing a $ 1 billion plan that would create the tallest and largest Hollywood development project.

Philip Aarons, founder of Millennium Partners, this week opposed state conclusions, as he did in the past.

Aarons said in a statement: “It is clear that the data on which the state relies is significantly less good than the data obtained from extensive trenching on our site.” “We will continue to work hard with the city to review any and all data with a view to ensuring the construction of the safest earthquake structure in Los Angeles history.”

Aarons said a new geological report had been prepared for the draft EIA published earlier this year. He concludes once again that there have been no seismic errors on the property that has moved since the last Ice Age, “and therefore, the site is safe to build on, according to the requirements of the state and the city.”

Aarons said that the Hollywood Center project site “was the subject of the most comprehensive geotechnical test of any drug in Hollywood. From 2012 to 2019, seven investigations were carried out into the error. In each case, these studies came to the conclusion that there was no active fault on the site The project “.

The California Geological Survey said that there are limitations in previous studies cited by the developer as evidence of a lack of error. For example, the government agency said a trench that was drilled in 2014 had not been drilled enough for the developer to refute the country’s previous conclusion that an active earthquake error was passing under the property.

Seismologist Lucy Jones said the California Geological Survey is the gold standard scientific body for identifying fault locations in California.

“This is their job,” said Jones, former chairman of the California Seismic Safety Commission and former scientific advisory seismic safety to Los Angeles Mayor Eric Garcetti. “They say they strongly support the presence of an active thread in the property.”

The mayor’s office has not publicly commented on the state’s speech.

The Hollywood Center project, formerly known as Millennium Hollywood, would have put approximately 1.3 million square feet of developed area on about 4 acres of land, adding more than 1,000 residential units and over 30,000 square feet of retail and restaurant space. The alternative plan will include the construction of more than 880 housing units and hotels with 220 rooms.

California law generally prohibits construction of buildings directly above earthquake breakdowns. The building is at risk of catastrophic collapse if it is located on land that was separated during an earthquake, as one side of the rift passes next to the other.

At its magnitude 6.6 earthquake in 1971, 80% of the buildings on the ground suffered as the fault tore the surface from moderate to severe damage, while only 30% of the buildings constructed a little further away suffered such damage.

Lawyer Robert B. Silverstein, representing groups of homeowners and activists opposed to the Hollywood Center Project, is a map showing two seismic studies by separate government agencies warning that the proposed elevated project will lie on a site crossed by active earthquake fault lines.

The current map of the Hollywood mistake already drawn by state officials in 2014 already places the path of Hollywood’s fault under the proposed 46-floor east building and under or very close to the 11-storey Senate Residence.

However, in 2015, the Los Angeles Construction and Safety Department, led by Raymond Chan, rejected the state’s conclusion and sided with the developed geologist. City officials agreed that an earthquake error may have been located deep in the property but was too old to be considered active.

However, development was halted by the Los Angeles County Supreme Court judge in 2015, who ruled that the project description included in the EIA was too vague to allow for a reasonable and meaningful review. The ruling issued the approval of the previous city for the project. The government appeals court upheld the judge’s ruling last year.

Since 2014, there has been a number of scientific advances by federal scientists and states in mapping earthquake errors.

In May, the U.S. Geological Survey and California Geological Survey released a 48-page report detailing the latest science of Hollywood’s fault location, based on a new error-detection technology called a vector wave. It is a technique by which scientists can fire a sound wave on a suspected surface of error, and devices can check if it is really wrong.

Former government geologist John Parrish said the technique has proven to be very accurate in locating the faults where it meets the surface.

In the case of the Hollywood Center, test results did not verify not only the state’s earthquake error that it passed through the drug in 2014, but also identified three new, additional, and parallel threads – all east of the proposed development, said Parrish, who was head of the California Geological Survey at The time for the study.

“It will go all the way,” said Parrish, and continues to drive the West out of the Hollywood Center project. “They did not run to the sidewalk and stop. Unfortunately, they will pass this piece of property.”

The proposed 35-storey western building also has a near fault. Parrish said that because of the way it shifts to the ground on the surface, it is possible to build the foundation of the tower on both sides of the error. In such a scenario, a surprise could burst suddenly when one side of the error moves over the other in a major earthquake, setting the stage for a catastrophic crash.

Parrish said that the new data also indicates a fault line operating under the luxury apartment complex that was built on the site of former KFWB-AM radio studios, at 6230 Yucca Street, also known as 1755 Argyle Ave. ,.

The site, east of Capitol Records Tower, is home to an 18-storey complex called Argyle House, developed by a related company, and opened in 2018.

In 2014, state officials removed from a fault line map that was proposed to run under previous KFWB studios after tests showed that the error was inactive. But Parrish said that recent evidence reveals how a mistake was being activated near the Hollywood Court – about two-fifths east of Argyll’s home -.

Parish, who led the California Geological Survey from 2005 to 2018, said: “If it is active in one area at fault, the entire error is considered to be active. This chain of errors is unlikely – Raymond, Hollywood and Santa Monica”, which has proven All of them are active for a distance of 110 miles – that … the hectares they want to build the Millennium property on are not active. ”

In a statement, a related body objected to recent government studies as “not accurate in knowing whether the error is active, and therefore, it is not the recommended method for determining error activity”.

Parish said the California Geological Survey has traditionally contacted local governments to alert them if there is significant development sitting on geologically unstable ground.

“It is for public health, health and public safety. Parrish said, the public has already paid for it, so they may be able to reach it too.” We have no interest in whether it is built or not, but we definitely want to make the decision [by leaders] We are fully aware of what geological hazards this area may have. “

The California Geological Survey rejected interview requests.

A California project that didn’t get the state agency attention before its construction was also developed by Millennium Partners: the 58-storey Millennium Tower in San Francisco, a $ 350 million luxury residential project that opened in 2009 but has since started to lean and sink. It will require an expensive upgrade to upgrade the foundation – which originally only extended to a layer of sand, over a layer of clay – and extend it to the foundation.

Parish said: “They built it on liquefiable lands … but they never contacted us.” “So we did not comment.”

Millennium Tower residents blamed Millennium Partners for design problems; In turn, the developer blamed an adjacent building project for absorbing water from the soil under the tower, causing a noticeable sinking.

Robert B. said Silverstein, Pasadena’s lawyer who represents neighborhood groups opposed to the development that successfully sued to halt the previous version of the Hollywood project, Millennium Partners’ experience with the skyscraper is more reason to doubt the developer’s claims.

Silverstein also expressed a lack of confidence in how the city handled the project in the past, noting that major officials who have defended development have since been involved in corruption investigations.

“These independent government studies are bombs that demonstrate that the millennium skyscrapers cannot be allowed,” Silverstein said.

The city is currently working on a final version of the Hollywood Center’s Environmental Impact Report. After its completion, the project will face public hearings in front of the city council, the planning committee, and the planning and land use management committee in the council.
