WHO member states agreed to continue negotiations with the goal of finalizing an agreement on the pandemic from April 29 to May 10. The decision was made today at the end of two weeks of intensive discussions on key topics led by countries with the aim of making all countries of the world better prepared for future pandemics and able to respond to them effectively and fairly.

This one ninth meeting from Intergovernmental negotiating body (INB9) started on March 18 and ended today. Government negotiators discussed all articles from draft agreementincluding adequate funding for pandemic preparedness, equitable access to medical countermeasures needed during a pandemic, and strengthening the health workforce.

“Our Member States are fully aware of how important the pandemic agreement is to protect future generations from the suffering we endured during the COVID-19 pandemic,” said WHO Director-General Dr. Tedros Adhanom Ghebreyesus. “I thank them for their clear commitment to finding common ground and finalizing this historic agreement in time for the World Health Assembly.”

The continuation of INB9 next month will be a key milestone ahead of the Seventy-seventh World Health Assembly, starting on 27 May 2024, where member states are expected to consider the proposed text of the world's first pandemic agreement for adoption.

INB Office Co-Chair Mr Roland Driece said: “Governments have made it clear that we cannot fail to reach an agreement at the next World Health Assembly to make the world healthier, fairer and safer from pandemics. We are at the finish line and we are committed to maximizing the remaining negotiations to achieve the result that the whole world needs.”

IN December 2021, the World Health Assembly met in a special session, the second since the founding of the WHO in 1948, and decided to establish an INB to draft and negotiate a convention, agreement or other WHO international instrument on pandemic prevention, preparedness and response. The process included the participation of other bodies of the United Nations system, non-state actors, other relevant stakeholders and the public.
