WHO updates guidelines on laboratory biosafety

 


WHO has recently issued updated guidelines for national authorities and biomedical laboratories for the management of biological risks.

Laboratories are essential components of healthcare systems, critical for patient diagnosis and rapid clinical care, disease surveillance, pathogen characterization, and treatment and vaccine research and development. Appropriately designed and equipped facilities, trained personnel, evidence-based risk reduction measures, transparent reporting, and layered surveillance mechanisms will protect the workforce and community from pathogenic microorganisms and toxins.

New updates to the guidelines include strengthening cybersecurity measures and the handling of confidential information such as patient records; reducing risks from new technologies, including those related to genetic modification and manipulation of pathogens and artificial intelligence (AI); and advice on keeping the laboratory safe and secure during emergencies such as war, civil unrest, and disasters caused by natural disasters.

The updated WHO laboratory biosafety guidelines help all countries, especially those without regulations, to establish or strengthen frameworks for handling high-consequence pathogens. It emphasizes the importance of strong institutional governance through an Institutional Biosafety Committee with national oversight.

The updated guidelines provide best practice and recommendations, while encouraging Member States to adopt a risk-based approach, as outlined in resolution on “Strengthening laboratory biological risk management” adopted at the World Health Assembly this year.

The guidelines were developed in collaboration with a wide range of stakeholders, including WHO Collaborating Centers and Technical Advisory Groups, in particular the WHO Technical Advisory Group on Biosafety (MARK-B).

By promoting the engagement and commitment of institutions and national authorities, the guidelines reduce the risks associated with high-impact pathogens and research. These measures are intended to protect communities from the misuse and release of biological materials, whether intentional or unintentional, while allowing legitimate biomedical research to continue.
