State Gives Green Light for Gold Hill Mesa Extension After Review of Developer Paid Soil Report | Excellent

 


Construction of new homes is likely to go ahead on Gold Hill Mesa, a project on the western side of Colorado Springs, where government and local officials no longer have concerns about soil stability in the area.

The Colorado Geological Survey said in a July 27 letter that recent studies pushed by developer, Gold Hill Neighborhood LLC, answered the outstanding questions the agency raised last year about leveling soil and destabilizing the ground in the event of an earthquake. Studies have found a lower potential for soil to stabilize than would normally be expected after new construction, and a low risk that an earthquake might cause the ground under new homes to destabilize and damage other areas of the subdivision.

The CGS letter states that “the work performed by a geotechnical engineer is comprehensive, satisfactorily identifies and enables mitigation of potential geological hazards.” The agency reviewed the work the developer had paid, and there was no need for an independent analysis by the state or other agency for approval.

On Thursday, city spokeswoman Kim Melchor said the Colorado Springs engineering department agreed with the state agency’s findings. The city is now reviewing other aspects of its development plan to build 32 homes near 21st Street and Gold Hill Mesa Drive, known as Filing 11. It was unable to say when the review would be completed.

Stephanie Edwards, executive vice president, said the developer, Gold Hill Neighborhood, was pleased with the recent message from the Colorado Geological Survey.

“Since the beginning of the development, we have invested in the highest standards of engineering and best practices in site preparation and wound healing,” she said.

Gold Hill Mesa, a neighborhood of around 550 homes, was built on the former site of the Golden Cycle Mill, which produced millions of tons of tailings from the 1890s to the 1940s while refining 483,000 pounds of gold.

Edwards said the company remains committed to “recycling” the land from the industrial blight left by the factory and does not expect any additional hurdles in the city review process. A letter from the city asking the developer to conduct minor technical reviews of the developer’s plans and address some of the concerns raised by neighbors about open space, traffic and supply protection.

“We are confident that these remaining questions will be addressed and approved easily and quickly,” Edwards said.

The agency said in a letter in April 2019 that mill waste left over from the gold refining process is related to the Colorado Geological Survey because it can settle at different rates. The differential settlement can cause structural damage to homes. A satellite study of the neighborhood commissioned by CGS also found 3 inches of settlement in parts of the subdivision, which Edwards disagrees. The Colorado Geological Survey reviewed the development at the city’s request, a safety measure that was put in place by decree in 2017 after the city’s landslides that destroyed homes.

While the Colorado Geological Survey said it had no objection to new construction at Filing 11, it indicated in its July letter that much remains unknown about mill tailings in other areas of Gold Hill Mesa, including depth and engineering characteristics. And potential risks. The agency recommended that developers complete the same detailed analysis that they paid in Deposit 11 prior to any future construction or redevelopment at Gold Hill Mesa. The Colorado Geological Survey declined to comment for this story.

Edwards said the Gold Hill neighborhood expects that future studies of soils in the subdivision will differ from those completed in File 11, but that the company is committed to the high-quality studies.

The Colorado Geological Survey also raised questions in October about Filing 10, a development of 55 homes, expected to be built near North Raven Mine Drive and Mayflower Park Place. The agency said it cannot recommend approval of new homes in Deposit 10 without more information about the land.

However, the Colorado Geological Survey will not review additional engineering studies conducted for that area because the Geological Hazards Report for File 10 was previously approved, Edwards said. She said the city would review the most recent engineering studies for the area, and if the city staff agreed, construction would be allowed. She said four builders are awaiting the city’s approval to submit 10 and are willing to buy a lot.

In the future, the city could ask the Colorado Geological Survey to review future geographic risk reports prior to new construction within the subdivision.
