In response to our report, the Israel Defense Forces told us: According to IDF guidelines, white phosphorus shells are not used for targeting or causing fire. IDF procedures require that such shells not be used in densely populated areas, with few exceptions. This meets and exceeds the requirements of international law, which do not expressly impose such limits.
