Foster + Partners unveils master plan to rebuild Türkiye’s earthquake-hit Hatay province
Rebuilding Antakya and Hatay while preserving their heritage
Foster + Partners has unveiled a masterplan vision for the revitalisation of the southeastern Turkish city of Antakya, which was devastated by an earthquake in February 2023. The masterplan has been developed in collaboration with Buro Happold, MIC-HUB, leading Turkish practices DB Architects and KEYM Urban Renewal Centre as part of the wider Hatay Renewal Initiative led by the Turkey Design Council (TDC).
The proposal covers 30 square kilometres of the capital of Hatay Province and one of the most important cities of antiquity (Antioch). The architects were careful to preserve the spirit, scale and composition of the city before the earthquake, while taking into account the context and enhancing the local character and climate. Accessibility and inclusion are also paramount, with the plan proposing new public green spaces, efficient transport systems and community centres. Alongside the design plans, Foster + Partners has developed eight principles to support efforts across the wider Hatay Province and other disaster-affected cities around the world.

Foster + Partners Design Principles for Emergency Construction
The Urban Design Guidelines for Emergency Construction, prepared by Foster + Partners, builds on previous work by the Hatay Architects Cooperative. The document outlines eight key principles of the master plan, including building on safe ground, improving circulation and open spaces, creating new areas, dividing neighbourhoods into layers and enhancing connectivity, and rebuilding.
The British practice proposes to build new green barriers, soft edges and protected areas around the waterbeds to accommodate expected rises in water levels to identify new buildable land. Notably, the Asi River edge will become a new river park north of Ataturk Park with views of the Old City and mountains, providing accessible waterside retreats for residents. In order to enhance circulation, the new road networks will largely follow existing systems and patterns while enhancing walkability. Thirteen new districts have been identified, each defined by a stream or main road as its perimeter and a main street with retail and commercial uses as its main spine. Within them, neighbourhoods will operate as large blocks, their building masses designed to respond to local climatic conditions. Looking ahead, the master plan will limit urban expansion beyond the outer ring road, redistribute density and favour more compact construction.
Foster + Partners Unveils Master Plan Vision for Urban Revitalization of Antakya and Hatay
Following the earthquake that struck southern Turkey and northern Syria last year, an estimated 80% of Hatay was destroyed. The Development Foundation, a non-governmental organization supported by Turkey’s Ministry of Environment, Urbanization and Climate Change and the Ministry of Culture and Tourism, brought together leading international and local experts in architecture, planning and engineering to begin the renovation of the affected area. The overarching principle was to understand the region’s heritage and integrate it into the vision, preserving the urban character of the area while rebuilding.
In September 2023, Foster + Partners was appointed to lead the development of a master plan for the rebuilding of Antakya in collaboration with these leading professionals as well as local communities. The practice began last year by participating in initial design workshops in Hatay alongside Buro Happold and MIC-HUB.

Engagement with local residents has been identified as integral to preserving the city’s social and multicultural heritage, along with a collective sense of identity, ownership and belonging. Antakya has been described as a mosaic of historical and religious monuments, and is home to two important ancient cities: Seleucia Pieria and Antiochia. Reflecting this, the master plan will include the restoration of important sites such as the Uzun Bazaar, churches, mosques, baths and synagogues.
Furthermore, elements of urban memory from the pre-earthquake period will be reflected in all new developments through a process of community engagement. It is worth noting that the common areas in the first buildings are being designed to revive relationships between neighborhoods, creating opportunities for residents to reconnect and re-establish their daily habits.
The proposal covers an area of 30 square kilometers of the Hatay provincial capital area.
