Taiwan to hold drills for handling plane crashes, earthquakes on September 18

TAIPEI, Sept. 12 (Xinhua) — Taiwan will hold separate drills on dealing with plane crashes and earthquakes on Sept. 18 as part of a three-day national drill marking the annual National Disaster Prevention Day, the Interior Ministry said Thursday.

According to a statement issued by the Ministry of Interior, more than 1,300 participants, including government, central and local officials and staff of Japanese NGOs, will take part in the drills.

Taiwan's Interior Minister Liu Shih-fang said that crash drills simulating a plane crash after a typhoon will be held in Taiwan's remote Penghu County.

Liu said the ferry “Pinghu” will transport firefighters and rescue vehicles to the island on the same day, and an evacuation and international rescue reception center will be set up at Pinghu airport.

She added that Air Force C-130H military transport aircraft and Coast Guard patrol vessels will be deployed to Penghu. Peace Winds Japan, a non-governmental organization that supports people affected by humanitarian crises and disasters, will also participate in the exercise.

Taiwan's Interior Ministry said this will be the first large-scale maritime disaster relief drill in Taiwan.

Meanwhile, the earthquake drill on the same day will simulate a 7.3-magnitude earthquake hitting Zhuqi Township, Chiayi County – 23.5 kilometers east of Chiayi County Hall – causing several buildings to collapse and casualties, Liu said.

Earthquakes occur on faults, and the Chocó Fault, an active reverse fault, runs through Chocó.

Liu said the central government will cooperate with the Chiayi county and city governments to conduct desk exercises, set up disaster response centers, carry out search and rescue operations, test emergency communication systems, and evaluate search and rescue measures.

In addition to the drill scheduled for Sept. 18, the Central Meteorological Administration will send a text alert to citizens' mobile phones at 9:21 a.m. on Sept. 20, along with an alarm sound. The message will warn people to “crouch, take cover and hold still,” Liu said.

Sirens will also sound across the country at 10 a.m., warning people in coastal cities of a possible tsunami, Liu added.

Liu said that from 10:59 a.m. to 11:01 a.m., all TV channels will switch to public television service to broadcast disaster prevention information for two minutes.

Taiwan began observing National Disaster Prevention Day on September 21, 2000, one year after a 7.3-magnitude earthquake struck central Taiwan, killing more than 2,400 people.

According to the Ministry of Interior, the National Disaster Prevention Day has evolved into the National Disaster Prevention Month.

A series of disaster prevention activities began on September 1, including nationwide and school earthquake evacuation drills, the establishment of disaster preparedness departments in stores, and large-scale disaster prevention personnel training for both the government and the public.
