Daniel Shaw, planning director for Santa Cruz County in California, said the Loma Prieta earthquake was the most destructive he had ever seen.

“One minute you're fine, and the next minute your life is changed forever,” Shaw said.

He said the degree of advance planning will affect the region’s success in dealing with the disaster. He added that regional officials will need to make some tough decisions, particularly regarding zoning and building codes. He suggested that building codes should include minimum seismic standards for any new buildings.

Lloyd Miller of Poplar Bluff, president of SEMO-EMA, reminded the group that every area in southeast Missouri would be on its own for 72 hours after a major earthquake. He said everyone should have a survival plan in place during that time until help can be received from outside the area.
