DEC invites expressions of interest to conduct a post-appeal review of DEC's response in Türkiye and Syria as set out in the Terms of Reference (TOR) below.

The Disaster Emergency Committee (DEC) is a unique and dynamic membership organisation, bringing together 15 of the UK's leading humanitarian charities: Action Against Hunger UK, ActionAid UK, Age International, British Red Cross, CAFOD, CARE International UK, Christian Aid, And Concern. Since its founding in 1963, the Environmental Disaster Committee has implemented more than 77 fundraising appeals and raised more than $2 billion to help save lives and protect livelihoods in disaster-affected communities around the world.

About DEC's Türkiye-Syria Earthquake Appeal

On February 6, 2023, a 7.8-magnitude earthquake struck southeastern Türkiye, followed a few hours later by another 7.6-magnitude earthquake. Across Türkiye and Syria, nearly 18 million people have been directly affected and more than 56,000 have lost their lives. The earthquakes led to a mass exodus as millions of people left their homes, and about 300,000 buildings were destroyed or severely damaged across the two countries. In response, the DEC Turkey and Syria Earthquake Appeal was launched on 9 February 2023. In total, the appeal raised £159.4 million.

To date this has enabled DEC members to reach over 4.6 million[1] People affected by earthquakes provide vital assistance.

As the DEC appeal approaches its end on January 31, 2025, the humanitarian needs of those affected remain high. In both countries, member charities are now focusing their work on rebuilding people's livelihoods, improving access to safe drinking water, and providing mental health and psychosocial support in response to devastating earthquakes.

The purpose of this consultation, a post-appeal review of the work of DEC members and others, is to learn lessons from the DEC appeal on the Turkey-Syria earthquake (February 2023 – January 2025). This study is not an evaluation of members' activities; Rather, it seeks to view the overall work of DEC members within the broader humanitarian context and, from that, aims to identify lessons that can help improve humanitarian work in the future and to identify what contribution members' work has made/what changes it has contributed to humanitarian work. Post-appeal review consists of two main components:

A meta-analysis that provides an accessible narrative synthesis of key findings highlighted in reports on diets for DEC members[2] In addition to external literature with a particular focus on convergent outcome areas and indicative learning points. The study should provide lessons for the EDB Secretariat, EDB members and the humanitarian sector more broadly. Review the results of the appeal to understand what changes the appeal and member programs have contributed to and how, by reviewing the role of DEC members in the broader response to the humanitarian crisis. We hope that this will be grounded in an approach referred to as Harvesting Results, which seeks to be open about the variety of outcomes produced by a comprehensive response, and which explores the role of the EDC as a contributor within a multiple set of outcomes. – The actor, the evolving context.

Guiding questions

The Department of Elections wants to maintain the flexibility to have the post-appeal review process be iterative.

The main topics of interest to the Environmental Protection Committee in this response are:

The role played by partnerships, the quality and equity of those partnerships The ability of communities to provide feedback and complaints and to shape the assistance they receive Sustainability of changes, underpinned by responsible exit and/or transition strategies

The initial guiding questions are:

What are the key recurring themes emerging from the desk review? For each of these topics: What are the key findings and learning points? Is there any significant difference in results, and if so, what factors might influence or explain this? When common or consistent findings emerge, what heuristic conclusions do you suggest? How were the findings from the DEC response review, affected population perceptions survey, and other key learning milestones taken during Phase 2? What factors facilitated the adoption of learning and what were the barriers? What changes has the work of DEC members contributed to earthquake-affected communities? Were these changes intentional or unintended? What role have DEC member partners in Türkiye and Syria played? To what extent have these partnerships contributed to a shift in knowledge, resources and decision-making power? To what extent have these partnerships contributed to achieving better and more sustainable humanitarian outcomes for earthquake-affected communities? What role have affected communities played in designing and adapting DEC member programs? To what extent has information received through the complaints and feedback mechanism contributed to programmatic changes and adaptations? How sustainable are the changes contributed to by the work of DEC members? To what extent are programmatic outcomes supported by responsible exit or transition strategies (outside of DEC funding)?

Approaching

Consultants are invited to define the appropriate approach to the task in a short conceptual framework; However, the following points should be taken into consideration:

A desk review of member reports and relevant ancillary materials is essential, and an analysis of the findings to identify changes and impacts resulting from the appeal, and the factors that enabled or hindered them Explicit reference to the core humanitarian standard (such as the DEC Quality and Accountability Standard) is expected throughout the report. Remote interviews with key informants (from DEC members and other relevant organisations, such as local partners) form an essential part of post-appeal reviews

Consultants

It is expected that the bulk of the work will be carried out by a team of consultants.

The consultants will provide the following:

Extensive experience conducting learning-focused studies/reviews/evaluations of humanitarian programs Demonstrated ability to coordinate multi-stakeholder review, sound understanding of methodological considerations, demonstrable analysis, communication and report writing skills, sound understanding of the context in Turkey and Syria, and the dynamics of the humanitarian response. Strong facilitation skills and experience in designing participatory workshops. Demonstrated commitment to learning and improving in humanitarian work experience with DEC or one of DEC's member agencies is a plus but not essential.

If some or all of the consulting team is based in Türkiye and/or Syria, this will be considered a strong advantage.

Deliverables and schedule

The bulk of the work is expected to be carried out during the period from December 2024 to March 2025.

The outputs of this task will be:

A draft report will be submitted in March 2025. Including actionable recommendations for programming of a maximum of 30 pages, plus appendices. A one- or two-page summary of the results that can be translated into Turkish and Arabic. Distribution event to member agencies, following completion of the report. Audio/video output for dissemination to aid workers (possible additional output)

budget

The maximum total budget for this work is £35,000.

[1] While efforts have been made to avoid counting people twice, some people may have been helped more than once by different member charities.

[2] This includes joint exercises led by the Committee Secretariat such as real-time response review and affected community perception survey as well as reviews and assessments conducted by members.

How to apply

Interested candidates must submit the following:

A cover note confirming that the offeror can conduct a post-appeal review within the time frame specified in the terms of reference; A brief conceptual framework and proposed approach for how post-appeal review should be conducted, including limitations (max. 2 pages); CVs of the proposed team member/s; Two samples of output from relevant previous work, including a snapshot or excerpt from a fact sheet;

Deadline: 11 November 2024 at 23:59 GMT. Expressions of interest should be submitted to [email protected] stating: “TSE Post-Appeal Review”.

Selected applicants will then be invited to submit a full proposal in early November 2024.

This work is expected to be contracted by December 2024, with work to be completed from December 2024 to March 2025. DEC reserves the right to negotiate proposals and budgets with bidding teams prior to submitting the contract.
