Efforts to modernize California's water infrastructure and protect public safety in the event of an earthquake take center stage as the state Department of Water Resources (DWR) begins construction of the Lake Perris Emergency Release Facility (ERF) project this month in Riverside County.

This ambitious initiative, taking place about 60 miles east of Los Angeles, aims to protect local communities and critical infrastructure by enabling safe water rerouting in the event of a major earthquake or other emergency.

The ERF project, part of the broader Perris Dam Modernization Programme, includes the construction of new dams, embankments and a local drainage system below the dam.

These upgrades will allow water to be safely diverted away from Lake Perris through a series of dams and canals into the Perris Valley Channel in the event of a severe earthquake or extreme weather.

The lake itself is located near several seismic faults, according to DWR, increasing the risk for the 80,000 people who call Perris, the city that grew up around the reservoir, home.

It is worth noting that the project will protect a school, Highway 215, and the nearby water treatment plant.

“As earthquakes and severe weather events pose a constant threat to our infrastructure, DWR continues to modernize our facilities to be resilient and protect the local community and California’s water supply,” David Sarkeesian, director of dam safety services for the State Water Project, said in a statement. .

“The project improvements downstream of Lake Perris will provide additional protection for the community by creating sewer infrastructure,” he added.

The construction process, scheduled to continue until 2027, is a major undertaking. It will include local noise and traffic modifications, all while maintaining access to Lake Perris Recreation Area and the fairgrounds.

The recreation area is approximately 8,800 acres and includes the reservoir itself and the surrounding landscape.

About a million visitors annually flock to the lake's shores, according to California State Parks, a state agency.

Lake Perris's average water level is 1,578 feet above sea level, about 23 feet below its full level, according to Lakes Online.

The ERF project is part of a three-phase modernization effort for Lake Perris, the southernmost reservoir in the California State Water Project. Built in the 1970s, the lake provides water to millions of Californians, supports recreational activities, and serves as the terminus of the Eastern Branch of the California Aqueduct.

The first phase, the Perris Dam Remediation Project, strengthened the dam's foundation and was completed in 2018. The final phase, the Outlet Tower Improvements Project, scheduled for completion in 2029, will further enhance the lake's ability to manage water releases during emergencies.
