A new report titled “The Relationship in Community Engagement: Its Role in Humanizing Health Care and Achieving Quality Integrated Health Services” was developed in collaboration with the Qatar Foundation for Education, Science and Community Development (QF) and released at the seventh edition of the World Health Innovation Summit (WISH) which takes place in Doha from 13 to 14 November 2024.
In the wake of the COVID-19 pandemic, community engagement has re-emerged as a necessary condition and shared responsibility within health systems for preparedness, response and recovery in global public health.
The new report presents the background and current policy context for community engagement in different WHO regions. Presents an integrated change framework (ICF) for embedding and strengthening community engagement processes in health system functions and activities; explores eight case studies of selected countries, highlighting the common elements of success embedded in the ICF; and ends with recommendations for the application of the ICF to improve the efficiency of the health system.
Relational community engagement emphasizes improving relationships between health and care workers, between them and with the people they care for. To enable this, governments are encouraged to focus on the following aspects.
1. Promote relational leadership, governance and management
- Invest in adaptive, transformative leadership models to foster system-wide learning.
- Develop political commitment to adopt a relationship-based approach to community engagement as an inherent way of working across health systems and across sectors.
- Engage the health and care workforce and the civil service across all sectors to develop a renewed vision of public sector values and ways of working.
2. Strengthen the ability to build relationships in healthcare systems
- Strengthen communication and collaboration in health systems, setting benchmarks for relational competence and investing in local community capacity to address power imbalances.
- Develop skills to participate in multidisciplinary teams and interprofessional practice.
- Integrate social and contextual data into the design and delivery of healthcare services.
3. Invest in transdisciplinary research and practice development
- Fund research using the Integrated Change Framework (ICF) to foster collaboration between science, technology and the arts.
Relationality in community engagement is critical to improving today's healthcare systems, as it is a powerful way to improve patient care; promoting cooperation, connection and belonging; addressing social determinants of health; capital improvement; and the integration of lived experience and holistic knowledge systems through community-centered approaches to health and wellness.
