Situation overview

On 17 December 2024, a 7.3 magnitude earthquake struck an area 30 kilometers west of Port Vila, the capital of Vanuatu, causing widespread destruction and creating significant humanitarian needs. The earthquake, which occurred at a depth of 57 km, caused landslides and extensive damage to homes, infrastructure and basic services (PHT – Pacific Humanitarian Team 1 update). This was followed by several aftershocks of magnitude 5.5, 4.7, and 4.9, exacerbating the situation (https://earthquake.usgs.gov/earthquakes/map).

Initial reports published on December 17 from the Pacific Disaster Center (PDC) indicate that approximately 116,000 people may have been affected initially, representing 40 percent of the population, including 73,000 people who experienced severe shaking, with a concentration of worse Impacts in Port Vila.

The disaster severely disrupted communications, power supplies and water tanks, leaving many areas without internet or phone services, electricity and running water. The structural integrity of many key buildings, such as the main hospital and local schools, has been seriously compromised. The main airstrip was also damaged, restricting commercial flights although limited humanitarian operations were permitted.

Several buildings collapsed in Port Vila's central business district, raising fears for those still trapped under the rubble. This area is classified as a red zone and is closed to the public. In addition, several bridges around Port Vila connecting roads and villages were damaged, limiting access, while some roads were closed due to debris caused by landslides.

USGS data confirms that a total of 73,000 people experienced severe shaking, including 36,000 in Port Vila, the capital of Vanuatu, as shown in the table.

Replies. NEOC is currently operating from tents set up in the parking lot of the National Disaster Management Office (NDMO) due to concerns about the structural integrity of the building, while search and rescue teams work tirelessly to reach those trapped under the rubble. Health services are under severe pressure due to the destruction of medical infrastructure, creating an urgent need for medical supplies, clean water, shelter and basic household items.

The port facility, where most goods arrive at Port Vila, remains operational; However, access roads have been damaged by landslides. The airport's communications and control tower was also affected, leading to the suspension of commercial flights until repairs are completed.

The government has imposed a curfew from 6pm to 6am for the duration of the state of emergency and has requested additional police support from assisting countries to help maintain peace and security.

The Vanuatu Red Cross Society, with support from the International Federation of Red Cross and Red Crescent Societies and its members, has mobilized volunteers to provide immediate assistance, including health support, assessments and emergency supplies. However, access challenges and damaged facilities hamper their ability to scale up operations. The situation remains critical, with urgent support needed to meet the immediate needs of the affected population and facilitate early recovery efforts.
