Luxembourg and WHO sign two strategic agreements


20 December 2024 was a key moment for Luxembourg in supporting the WHO and strengthening global public health, in order to achieve progress towards the Sustainable Development Goals 2025-2028. A Strategic Partnership Framework (SPF) was signed with the Ministry for Development Cooperation and Humanitarian Affairs in the amount of EUR 46.5 million – the largest contract ever signed by the WHO with Luxembourg. Furthermore, the first multi-year agreement with the Ministry of Health and Social Security in the amount of 1 million euros was launched, as the country's first voluntary contribution to the WHO.

“From now until 2028, this contribution will help finance priority areas in Luxembourg's cooperation with the WHO”, said Martine Deprez, Minister of Health and Social Security during the bilateral meeting, “in particular for preparedness and response to the sanitary crisis and the fight against health inequalities, with a special focus on gender.”

The amount of EUR 46.5 million includes fully flexible and thematic funding and allocations for the Partnership for Universal Health Insurance, tropical disease research and polio eradication. Fully flexible funding allows WHO to allocate money to areas of greatest need.

“By signing two new partnership agreements, we have reaffirmed Luxembourg's continued support for the WHO and its mission,” said Xavier Bettel, Deputy Prime Minister and Minister of Foreign and European Affairs, Cooperation and Foreign Trade. “This reflects our strong commitment to promoting global health and multilateralism. We are initiating these agreements with the WHO because we believe that the best way to avoid is to prevent.”

To support the achievement of WHO's priorities, the strategic partnership framework with Luxembourg includes support for WHO's core work of developing, delivering and implementing high-quality technical products – guidelines, norms and standards that many countries rely on.

dr. Tedros Adhanom Ghebreyesus, Director General of the WHO, pointed out that it is symbolic that the agreements were signed on the International Day of Solidarity. They are “a strong statement of Luxembourg's solidarity, not only with the WHO, but also with the people of the world”, said dr. Tedros.
