This report was produced by OCHA in the Pacific Islands in collaboration with humanitarian partners within the Pacific Humanitarian Team. It covers the period from 17 to 26 December 2024.

Highlights

• Ten days after the 7.3 magnitude earthquake, the humanitarian response in Vanuatu continues under government leadership.

• Aftershocks continue, and at the time of writing, Vanuatu is experiencing a tropical depression bringing heavy rainfall (possibly 100 mm or more over a 24-hour period), posing a high risk of landslides and building collapse.

• The Ministry of Health has confirmed 14 deaths (eight males, five females and one unknown) and 265 infections, with 11 surgical cases admitted to Vanuatu Central Hospital.

• As of 24 December 2024, 2,435 individuals remain displaced in six evacuation centers and 67 host families.

• The State of Emergency (SoE) ended on 24 December 2024. In accordance with the Disaster Recovery and Resilience Act of 17 November 2024, operations are shifting to the National Recovery Committee (NRC) of the Office of the Prime Minister. Responsibility for coordination moved from the National Emergency Operations Center (NEOC) to the Recovery Operations Center (ROC) which was activated on 25 December.

• Some roads remain closed in Efate, including access to the main commercial seaport.

• Key infrastructure, including the Tagabe Bridge, has sustained extensive damage and is at high risk of collapse if heavy rains and aftershocks continue.

• Connectivity challenges remain due to intermittent connectivity and limited internet coverage.

• Key immediate needs include health care support, emergency shelter, access to food and water, protection, psychological support, and restoration of communications networks.

Situation overview

The situation in Vanuatu remains critical following the 7.3 magnitude earthquake that struck on 17 December 2024. Aftershocks are still ongoing and Vanuatu is currently experiencing a tropical depression bringing heavy rainfall (100 mm or more in a 24-hour period), creating a high the heat. Danger of landslides and building collapse.

Infrastructure damage has been widespread, with landslides blocking access to roads and roads in Efate and the outer islands, including the main seaport. Communications services are gradually being restored. Domestic mobile phone connections are working but with intermittent outages, while international phone services (voice and SMS) remain stable. However, internet services remain down on Efate Island, complicating coordination efforts. Access to the Government Broadband Network (GBN) has been restored by the Department of Communications and Digital Transformation (DCDT). Most banking services have been restored in Port Vila although some ATMs remain non-functional due to lack of access to power.

The state of the environment ended on December 24, 2024. In accordance with the Disaster Recovery and Resilience Act of November 17, 2024, operations are transferring to the Norwegian Refugee Council under the Office of the Prime Minister. Responsibility for coordination was transferred from the NEOC to the ROC, which was effective on 25 December.
