Ishikawa municipalities are considering Starlink service one year after the earthquake

Municipalities in Ishikawa Prefecture, which was hit hard by a strong earthquake and heavy rains in 2024, plan to install equipment in disaster evacuation centers to access SpaceX's Starlink satellite communications service, people familiar with the matter said Monday.

Municipal officials believe that the service is effective in securing communications in the first days of a disaster because it allows many people to access a large amount of information simultaneously.

The Starlink system, which uses thousands of low-orbit satellites to provide high-speed Internet access even in remote areas, was fully used in disaster relief for the first time after the 7.6 magnitude earthquake that struck the Noto Peninsula on January 1. 2024.

Suzhou City plans to install Starlink antennas in evacuation centers and community meeting places, starting in April 2025.

In Wajima City, officials were given a budget of about 1.5 million yen to install Starlink equipment at community centers in three areas that were isolated after the quake and again after heavy rains in September.

In Ishikawa, as many as 24 districts were isolated after the quake and 16 districts following heavy rains, according to the prefectural government. It took more than two weeks after the earthquake to temporarily restore mobile communications in all affected areas.

Traditional satellite telephones were provided to isolated areas days after the earthquake, but they often had difficulty receiving signals in mountainous areas.

The Starlink device was delivered by helicopter to an evacuation center in the Otani district of Suzu on January 12.

“It has helped us a lot,” Chuji Maruyama, the district president, said of the Starlink service. He said the service is the minimum necessary requirement for evacuation centers to ensure safety.

“Thanks to the service, children enjoyed watching videos and playing games at the time of the disaster,” said an official at SoftBank, which installed Starlink devices in schools and evacuation facilities.

Moves to introduce Starlink devices are spreading among other local governments in the country, including the Tokyo Metropolitan Government, where the service is available in all municipalities.

“It is important for municipalities to get citizens used to the devices in normal times, including by organizing events to use them,” said Hiroki Hashizumi, a SoftBank official in charge of public projects.
