Thirty years have passed since the Great Hanshin-Awaji Earthquake. I would like to introduce the activities still taking place in Kobe on January 17 and the highlights of JICA's disaster risk reduction training, while also touching on the thoughts of the high school students with whom we had the opportunity to speak. Meet through these activities.

First of all, I would like to express my condolences to those who lost their lives in the earthquake and express my sympathy to the bereaved families. I would also like to express my respect to all those who worked hard to rebuild and pass on the memory of the disaster.

A year ago, in Higashi Yuenchi in Kobe City, a high school student approached me and said, “May I light your candle?” Higashi-Yonichi is the site of the “1.17 Rally” and was a volunteer at the event. The “1.17 Gathering” is held every year from the evening of January 16 to 17, where many bamboo and paper lanterns are lined up to form the “word” of the year.

As a volunteer, her role was to light a candle for visitors at the venue. “High school student volunteer!” She was surprised that she did not witness the disaster. “Why did you want to be a volunteer at this gathering?” I wanted to know her thoughts and almost asked her that, but as she continued to look for the people to whom she should distribute the fire, she also began to look for a lantern on which to place my candle lit next to her.

The Japan International Cooperation Agency (JICA) established a Disaster Reduction Learning Center (DRLC) jointly with Hyogo Prefecture, which learned lessons from the Great Hanshin-Awaji Earthquake. JICA Kansai has conducted a number of training programs in disaster risk reduction. In addition to the “1.17 Rally”, a “Memorial March” was also held in Kobe on January 17, with the participation of all participants of the JICA training program in this area. People who come to Japan during this period of disaster risk reduction make sure to participate in this event. Participants, whose earthquake disaster occurred in a distant foreign country, walk through the streets of Kobe remembering the reconstruction process.

They are able to do this because they visited the Disaster Reduction and Regeneration Institution (DRI) adjacent to JICA Kansai and looked at the diorama model of the city immediately after the earthquake with different emotions.

Many high school students in Hyogo Prefecture are involved in disaster prevention activities, and JICA-Kansai's disaster risk reduction training includes exchanges with these high schools in the training program and gains insights from the students.

Last June, we visited Kobe Municipal Science and Technology High School. The students were making a 3D model of a “riverside city with/without flood control measures” and showed us the effects of heavy rainfall by pouring water-like beads into a sloping “river”. The participants, who are experts in disaster risk reduction in their countries, also liked the difference in the way the beads flowed.

The students, who were born and raised in Kobe, demonstrated their countermeasures by thinking of those who suffered not from the earthquake but from torrential rain. The scene was more engraved in my mind than the two different paths drawn by the beads.

The importance of Disaster Risk Reduction has been recognized by 25 selections in the world.

DRLC activities were selected as “Best Practices” for Osaka Kansai Expo 2025 as high-quality projects that solve important global issues (25 projects selected out of 2,167 nominated initiatives as of the selection date). Strikes, there will be people cut off from their livelihoods, experiencing poverty, or forced to leave their familiar places of residence. Disaster risk reduction efforts can be described as activities to prevent such situations. Unlike cooperation that brings the negative to zero or creates the positive from scratch, cooperation that prevents the negative from zero is difficult to see results. The fact that DRLC's efforts were selected as one of the “Best Practices” is evidence that the importance of “Disaster Risk Reduction” has been recognized in the world. Even at the moment of selection for “best practices,” high school students continued their efforts for “disaster prevention.” Children who were told about the experiences of disaster victims may have understood the importance of “disaster prevention” in their hearts before adults could understand it in their minds.

“Growing up in Kobe, disaster prevention was something I was familiar with from an early age, but until I saw people affected by different disasters in different areas, there was a part of me that thought, ‘I’ll be okay.’ As I learned more about disaster prevention, I realized that it is important for many people to have knowledge about this topic, and I would like to make a great effort by involving different people in the activities.
