The Event Horizon exercise tests regional response to earthquakes

Shouts of “hustle, hustle, hustle” echoed Friday afternoon in West Bay, where nearly 200 local and visiting military and emergency response personnel set out to simulate a large-scale earthquake response scenario.
Carrying a “wounded evacuee” from a “collapsed” building, members of the Event Horizon regional squad put their relief skills to the test on the final day of a humanitarian aid, disaster response and maritime law enforcement exercise.

“Primarily, we are testing cooperation between partner agencies because, of course, we want to be efficient in our jobs as well as effective. We are also testing safety, cooperation and full coordination between partner nations as they… “Relates to the use of people and assets.”
The Event Horizon initiative is hosted by Cayman Islands Risk Management as the locally coordinating disaster agency and also the Cayman Islands Regiment, which had a key role in the transportation and logistical aspects of the exercise.
About 212 members of the local and visiting units participated in the final exercise Friday at a three-story building at Dolphin Cove in West Bay near Garvin Park, Thompson said.
The earthquake exercise was one of three scenarios participants went through to test their skills.
An important training tool
At a session on Friday afternoon, members of the Cayman Islands Regiment, Royal Bahamas Defense Forces, Turks and Caicos Islands Regiment and Jamaica Defense Forces worked together to breach the walls of the “fallen” building using sledgehammers and drills.
They then entered the building to find “injured residents” needing medical evacuation.
They also had to tighten security to clear the mock disaster area, where people pretending to be terrified relatives tried to enter the collapsed building.
Roger Carter, Commander of the Cayman Islands Regiment, said he was pleased with the work the teams did and their relief response during the exercise.
“We started with humanitarian assistance and disaster relief, which are the skills you need during a hurricane. Then we moved to urban search and rescue, which are the skills you need most in an earthquake.
Coleman said being able to see the teams in action was a useful and important exercise.
“It's been a very long week, but it's been a very successful week. We've been doing a lot of different exercises throughout the week. We've been doing search and rescue at sea. We've been doing drug intervention and interdiction. We've also been doing a lot of exercises led by the CI Regiment,” she said.
Looking back at the day's events and the progress the regiment has made, Carter said, “I'm really proud of what I saw.”
“We've come a long way in a very short time. We've only been around for about four and a half years, but we've gotten to the point now where we can actually teach others the things we've learned. So I'm really happy to see what they've been able to accomplish,” Carter said.

Coleman said it's good to see more than eight months of planning for Exercise Horizon come to fruition.
“Learning different tools and techniques and practicing our skill set again is one thing. But learning to work together, learning each other's trades, learning each other's cultures, is an important aspect of what we are doing this week,” she added.
