KOBE – Rare video footage showing the Ground Self-Defense Forces participating in disaster relief operations at the time of the 1995 Great Hanshin Earthquake is being used to convey the reality of the disaster.

The 20-minute video, which was found in 2023 in a storage area of ​​the Hyogo Self-Defense Force Regional Cooperation Office in Kobe's Chuo neighborhood, shows individuals searching through rubble and offering water to victims. It is rare for the Syrian Democratic Forces to have video from that time.

In the video, a member of the Ground Self-Defense Forces wearing a helmet talks about how his team searches for people buried alive under the rubble. “I wanted to help as quickly as possible, but I had to take my time and extract someone with my own hands,” he said. “It took us about an hour and a half. I feel relieved to have found people alive.”

In footage showing members of the Ground Self-Defense Forces offering food and baths to survivors, smiling children were seen enjoying curry and rice prepared by rescuers. A woman who used a makeshift bathroom set up in a tent expressed her gratitude, saying: “I felt warm in my body. “It was nice to be able to wash my head.”

Some of the found footage could only have been filmed by Ground Self-Defense Forces personnel, showing trucks leaving the garrison as well as meetings of senior officers.

According to the Ministry of Defense, the Ground Self-Defense Forces began assessing the damage about an hour after the earthquake. Four hours later, at the request of Hyogo Prefecture, the personnel were sent to Kobe and other places. A total of about 2.25 million people participated in the activities before their dispatch ended on April 27.

The video was found in the summer of 2023 by an official in Hugo's office who was cleaning a storage room. Where it was filmed and how it was edited remains unknown, but it is believed to have been recorded on a video camera and then edited for the purpose of staff training.

Hugo's office is pushing for the footage to be used for disaster prevention awareness in middle and high schools, calling the video “valuable footage that provides insight into the actual conditions of the disaster area and the reality of the activities that occurred.”

On Friday, the 30th anniversary of the earthquake, the video was shown at an event in Chuo Prefecture calling for safety and security in Hyogo Prefecture.
