The researchers say in a new study published in the Earthquake Association bulletin in America.

To learn more about flexibility, HSIANG-Chieh Lee of the National Center for Science and Technology for Disaster Reduction, and colleagues analyzed the response of local governments to major zalalin in Taiwan in 2016 and 2018.

Their paper is part of a special number of learning magazine from the past to prepare for the risks of future earthquakes, 25 years after the Taiwan earthquake in Taiwan in 1999.

The study by Lee and his colleagues identified 13 features of flexibility, such as agility (the ability to respond quickly to unexpected events) and diversity (response that uses various solutions and techniques to reduce the risk of systemic failure), visual ability, unity, and repetition, among other things.

What's more, researchers show that specific features become a key in certain stages of a critical disaster. Fitness is an important comprehensive feature in each of the stages of response and preparedness, while features like trick are the most important in preparation.

He told me that the features of creativity and communication become more important during the response stage. “This is because when the pre -existing standards are proven insufficient, a flexible response depends on creativity during the point and the ability to communicate with the resources needed to implement these new solutions.”

“However, the results we also reached as a decisive reminder: all the features discussed in the paper are linked to preparedness,” he added. “This confirms that although flexibility often appears to be a measure of improvisation, real flexibility is mainly based on pre -disaster preparation.”

The study looked at responding to the 6.6 Tainan earthquake, which included the largest number of losses from one building in Taiwanese history. The Healien Signiture 6.2 earthquake, which also caused many deaths and major infrastructure damage, exactly two years after the Tainan event. The researchers extracted data from interviews with the main people who responded to earthquakes as well as secondary sources such as government reports and news articles.

“More importantly, each of the disasters has offered many examples of cooperation between the public and private sectors,” explained to me. “Due to the lack of any other major earthquakes between them, we were able to analyze whether the lessons received from the 2016 event affected the response in 2018. This allowed us to study the transfer of experience and cooperation specifically, which are central topics in our discussion of flexibility.”

Lee indicated that the study highlights how public and private sectors can contribute differently to earthquake elasticity.

Lee said: “The public sector usually takes the initiative in the preparation stage, as it is assigned to the authority to do so.

The researchers say that their flexibility framework must be applied to other types of disasters such as forest fires or floods, and they are planning to share their results widely with local governments.

He told me that they are writing a guide to exchanging their research with all 22 municipalities of Taiwan, along with universities and NGOs.

Drivers are no longer required to get quotes from just a few known insurance companies. Also, local and regional insurers can provide lower insurance rates for the same services. Accurate insurance estimates. Online quotes can only be accurate if the customers provide accurate and real info about their car models and driving history. Lying about past driving incidents can make the price estimates to be lower, but when dealing with an insurance company lying to them is useless.
