Member States improve vital work in support of a pandemic agreement
Who the Member States held their Another interggun meeting From 15 to 19 September, until further development of the system of access to pathogens and sharing fees (Pabs), a critical contribution to the WHO Pandemia Agreement.
The Pabs system aims to enable a safe, transparent and responsible approach and division used for pathogenic materials and sequences, as well as a fair, fast and timely division of vaccines, therapy, diagnostics and other resulting advantages.
As part of the adoption of WHO pandemic agreement in May 2025, the World Health Assembly founded an open interviera's working group (IGWG) to perform several tasks, including, as a priority, for the preparation and negotiating of an attachment to Pabs to the Agreement.
The Assembly decided that the outcome of IGWG's work would be delivered to the seventy-ninth World Health Assembly 2026.
“The countries have undertaken the next step in building a platform needed to improve and a safer world in the case of future pandemic,” said Ambassador to Tovar Da Silva Nunes from Brazil, a co-assembly of the IGWG's Office leading the negotiations. “There is a strong common understanding of the critical issues needed for the development of the mechanism for access to pathogenic and division of benefits. Negotiators from around the world have achieved strong progress in the design of this central pillar of the WHO Pandemia agreement.”
Ambassador that Silva Nunes said he would be expected to be the first draft of Annex Pabs to be composed and negotiated in November and December 2025.
During the IGWG meeting, which was congratulated by Dr. Tedros Adhan Ghebreyesus, congratulated the countries on their work on the amendment of international health regulations, which officially entered into force on September 19, 2025, saying that this achievement, together with the historical adoption of the pandemic agreement, had to appear to be collected by Andex.

In addition to negotiating an attachment to Pabs, IGWG was founded in order to perform preparatory work for the conference of the parties under the WHO pandemia agreement.
