Fleet Week: San Francisco hosts earthquake preparedness drill; Federal and military support has declined due to the government shutdown

SAN FRANCISCO (KGO) — A government shutdown is forcing changes to San Francisco Fleet Week.

Since 2011, the event has included a large-scale earthquake drill—bringing together military and local agencies to test disaster response.

But this year, federal and military support is limited.

Drilling took place on Tuesday at Pierce 30/32.

Many private agencies and companies were involved, preparing for a catastrophic event, and the scenario was a major 7.8 earthquake.

The exercise focused on how San Francisco keeps the lines of communication open and moving in the wake of a catastrophic event.

Crews from the San Francisco Department of Emergency Management, police, and several other agencies were joined by public and private sector partners like AT&T and PG&E.

The drilling simulates the kind of coordination that would be required if a 7.8 magnitude earthquake struck.

The teams tested how different systems talk to each other when traditional networks go down.

Although they did so without federal partners, the Ministry of Emergency Management said the drills were still going well.

“The people you see here today are the people who will be first on the scene when there is an emergency and last to leave,” said Doris Padilla, EMS deputy director of emergency services.

Each year, the exercises test something different, such as how to transport first responders and disaster services workers

“Next year it might be a little different, and the theme is always earthquake, because we like to look at a disaster but our partners are always changing. So they're always new people to meet. There's always new systems to test and new topics to really think about,” Padilla said.

The Ministry of Emergency Management said that even in lockdown, the government remains prepared to deal with the emergency.

When disaster strikes, they first work through the San Francisco system, then regional and state partners before they go to the federal government, so right now, she feels like she's in a strong place, he said.
