Construction is delayed again on Portland's earthquake-ready Burnside Bridge

Construction of a new Burnside Bridge that can withstand a Cascadia Subduction Zone earthquake has been delayed for the second time this year.

That's according to a news release from Multnomah County on Monday, which stated the project remains on hold due to uncertain federal funding. In March, the province pushed back the construction start date to 2028 for similar reasons.

The county has not set a new timeline for construction.

County transportation officials now also estimate the project will cost between $1.6 billion and $1.8 billion, up from about $900 million previously.

According to county Department of Transportation Director John Henriksen, the project has received roughly $740 million in funding — mostly state and local — but only $7 million is federal dollars.

The project is struggling to remain competitive for U.S. Department of Transportation grant money, Henriksen said.

“Right now, with the criteria that the federal government, USDOT, has set for grants, we are not a particularly good applicant for them,” Henriksen said. “We may feel a little pessimistic about getting federal grants at this point.”

The county also said it reviewed the project's design and construction methods and found it could save up to $160 million “without compromising the safety or functionality of the bridge.”

Even with no construction date set, the county is still moving forward with the design phase of the project, planning to have 60% of the design completed by the summer of 2026.

“This continues to be a priority for the county,” said Sarah Horowitz, a county spokeswoman. “We really want to build a bridge that will be useful immediately in the aftermath of a major earthquake.”
