Climate inaction is claiming millions of lives every year, warns a new Lancet Countdown report
WHO and global partners are calling for the protection of human health to be recognized as the most powerful driver of climate action, as a new global report published today warns that continued over-reliance on fossil fuels and failure to adapt to a heating world are already having devastating consequences for human health.
The Lancet Countdown on Health and Climate Change 2025 report, produced in collaboration with the World Health Organization (WHO), reveals that 12 of 20 key indicators tracking health threats have reached record levels, showing how climate inaction is costing lives, straining health systems and undermining economies.
“The climate crisis is a health crisis. Every fraction of a degree of warming costs lives and livelihoods,” said Dr. Jeremy Farrar, Assistant Director-General for Health Promotion and Disease Prevention and Care at the World Health Organization. “This report, produced in collaboration with the World Health Organization as a strategic partner, clearly shows that climate inaction is now killing people in all countries. However, climate action is also the greatest health opportunity of our time. Cleaner air, healthier diets and resilient health systems can now save millions of lives and protect current and future generations.”
Key findings from the Lancet Countdown to 2025 report
- Heat-related deaths on the rise: The heat-related death rate has increased by 23% since the 1990s, bringing total heat-related deaths to an average of 546,000 deaths per year. The average person was exposed to 16 days of dangerous heat in 2024, which would not be expected without climate change, and infants and the elderly face a total of more than 20 heat wave days per person, a fourfold increase in the last twenty years.
- Impact of forest fire and drought: Droughts and heat waves are linked to an additional 124 million people facing moderate or severe food insecurity in 2023.
- Economic effort: Heat exposure caused the loss of 640 billion potential work hours in 2024, with lost productivity equivalent to US$1.09 trillion. The cost of heat-related deaths among the elderly reached US$261 billion.
- Fossil fuel subsidies reduce climate finance: Governments spent US$956 billion on net fossil fuel subsidies in 2023, more than three times the annual amount pledged to support climate-sensitive countries. Fifteen countries spent more on subsidizing fossil fuels than their entire national health budget.
- Advantages of climate measures: An estimated 160,000 premature deaths were avoided each year between 2010 and 2022, just from reduced outdoor air pollution caused by coal. Renewable energy production has reached a record 12% of global electricity, creating 16 million jobs worldwide. Two thirds of medical students received climate and health education in 2024.
“We already have solutions at hand to avoid climate catastrophe – and communities and local governments around the world are proving that progress is possible. From clean energy growth to city adaptation, action is underway and delivering real health benefits – but we need to keep up the momentum,” said Dr Marina Romanello, executive director of Lancet Countdown at University College London. “Rapidly phasing out fossil fuels in favor of clean renewable energy and efficient energy use remains the most powerful lever for slowing climate change and protecting lives. At the same time, a shift to healthier, more climate-friendly diets and more sustainable agricultural systems would greatly reduce pollution, greenhouse gases and deforestation, potentially saving more than ten million lives annually.”
Climate action that promotes health
While some governments have slowed their climate commitments, the report shows that cities, communities and the health sector are leading the way. Almost all reporting cities (834 out of 858) have completed or plan to complete climate risk assessments. Energy transition brings cleaner air, healthier workplaces, measurable economic growth and internal investments.
The health sector itself has shown impressive climate leadership, with health-related greenhouse gas (GHG) emissions falling by 16% globally between 2021 and 2022, while improving the quality of care.
Data provided by the WHO shows that a growing number of health systems are assessing the risks and preparing for the dangerous future ahead. Fifty-eight percent of Member States have completed the Health Vulnerability and Adaptation Assessment, and 60% have completed the National Health Adaptation Plan.
Looking ahead to COP30: putting health at the center of climate action
As the world prepares for COP30 in Belém, Brazil, the findings of the Global Lancet Countdown to 2025 report provide a key evidence base for accelerating health-focused climate action. WHO will build on this momentum through the upcoming COP30 Special Report on Climate Change and Health, a collaborative effort that highlights the policies and investments needed to protect health, equity and implement the Belém Plan of Action, an expected key outcome of COP30.
The Lancet Countdown on Health and Climate Change was established in partnership with Wellcome, which continues to provide core financial support. The Lancet Countdown is run by University College London, in partnership with the WHO and 71 academic institutions and UN agencies around the world. Now in its ninth year, the report provides the most comprehensive assessment of the impacts of climate change on health and co-well-being for urgent action, ahead of COP30 in Brazil.
