More than 150,000 people have been evacuated from across the Philippines' eastern provinces as Typhoon Kalmaiji, known locally as Teno, approaches the Pacific Ocean. Authorities issued warnings of heavy rain, potentially damaging winds and storm waves of up to three meters (about 10 feet).
The hurricane is expected to make landfall late Monday or early Tuesday. It was last located about 95 kilometers (59 miles) southeast of Guiuan town in Eastern Samar province, packing sustained winds of up to 140 kilometers (87 miles) per hour and gusts of up to 170 kilometers per hour (106 miles per hour).
Kalmaeji is expected to move west, threatening the island's central provinces, including Cebu. The region is still recovering from a 6.9-magnitude earthquake on September 30, which killed at least 79 people and displaced thousands whose homes were destroyed or severely damaged. The Civil Defense Office confirmed that displaced residents in flimsy tents will be moved to sturdier shelters.
Authorities in the Philippines have urged calm after citizens panicked over the possibility of another massive earthquake “looming on the horizon.”

In October alone, strong earthquakes struck several parts of the Philippines, damaging buildings, cutting off power, and injuring dozens of people. A 7.4-magnitude earthquake that struck the municipality of Davao Oriental in early October sent residents onto the streets and caused minor landslides, power outages and structural cracks in homes and public buildings.
Now, the possibility of a “major” earthquake is gripping the nation, although officials at the Philippine Institute of Volcanology and Seismology said there is no reason to panic.
Classes have been suspended for the rest of October in Laguna province in light of “looming earthquakes,” according to Gov. Sol Aragones, the South China Morning Post reported. He later explained that the leave would be used to “audit the structural integrity of school buildings.”
On the central island of Negros, villagers were warned of possible volcanic mudflows from Canlaon volcano due to heavy rains, according to the Philippine Institute of Volcanology and Seismology. The volcano has been emitting plumes of ash and steam in recent months.
Kalmaiji is expected to strengthen over the Philippine Sea before its possible landfall in Guiuan or nearby municipalities.
Typhoon Haiyan, one of the strongest tropical cyclones on record, struck Guiuan Beach in November 2013 and swept through the central Philippines, leaving more than 7,300 people dead and missing, leveling entire villages and sweeping dozens of ships inland. Haiyan demolished about a million homes and displaced more than 4 million people in one of the poorest regions of the country.

“No one is complaining among the residents because of their experience with Yolanda. They know it is better to be safe than sorry,” Eastern Samar Governor RV Evardon told The Associated Press, referring to Haiyan's Filipino name.
Nearly 156,000 people had been evacuated by nightfall in eastern and southern provinces, including the Dinagat Islands province in southeastern Samar, said Bernardo Rafaelito Alejandro IV, director of the Office of the Civil Defense Director. Disaster response agencies, including Coast Guard search and rescue units, have been placed on alert.
Inter-island ferries and fishing boats have been prevented from venturing into increasingly rough seas, leaving more than 3,500 passengers and cargo truck drivers stranded at about 100 seaports, the Coast Guard said. A number of domestic flights were cancelled. The Philippines is hit by about 20 typhoons and storms every year. It is frequently exposed to earthquakes and has more than ten active volcanoes, making it one of the world's most disaster-prone countries.
