Philippines: Hurricane Tino deepens the crisis for earthquake and flood survivors

Manila, Philippines, November 5, 2025 – CARE Philippines has activated its emergency teams in Cebu, Negros Occidental and Eastern Samar to assist communities affected by Typhoon Teno (Kalmigi). This latest storm hit areas that were already dealing with the effects of other recent emergencies.

The typhoon, which made landfall five times across Visayas, has affected more than 1.1 million people and displaced nearly 600,000 as of November 5. The National Disaster Risk Reduction and Management Council (NDRRMC) also reported that 52 people were killed and 13 others were missing. In response to the severe damage, a state of emergency was declared in 53 cities and municipalities in Cebu.

Reda S. said: “Women and girls are once again bearing the weight of overlapping crises,” said Degito, CARE Philippines Country Director. “In northern Cebu, families who lost their homes in the September earthquake have been displaced again. Our recent assessment there showed that women were already under extreme stress, holding their families together while living outdoors for fear of aftershocks. This typhoon is now adding a devastating new layer of hardship to their struggle. We are seeing similar compound crises in Eastern Samar, with recurring floods, and in Negros, with the threat of volcanic avalanches. Our immediate priority is to find out what people need Urgently need shelter, clean water and food.”

Hurricane Tino passed through several areas already facing emergencies. In northern Cebu, the storm hit communities still recovering from a 6.9-magnitude earthquake on September 30. In Eastern Samar, the storm affected communities that had already suffered frequent flooding due to recent storms and monsoons and collisions of air masses. In Negros Occidental, heavy rainfall sparked warnings of high risks from volcanic mudflows from Canlaon Volcano.

CARE can respond quickly because it has local offices and partners in these hard-hit areas. The CARE Start Ready project, which was activated before the storm, also pre-stocked supplies in Eastern Samar. The Rapid Response Teams are activated through the Humanitarian Partnership Platform and the EU-funded ACCESS humanitarian aid project, both mechanisms led by CARE and implemented with a range of local and international organisations. Teams will conduct a rapid assessment mission to find out what people affected by this recent storm need.
