Deputy Director of Programs (DDP) – Haiti

The International Rescue Committee worked in Haiti from 2010 until 2016, initially launching an emergency earthquake response and later providing child protection, water and sanitation, health, women’s protection and empowerment, and economic recovery programs in Port-au-Prince and beyond. Even with the closure of its country office in 2016, the IRC has continued to provide operational, technical and financial support to a small number of Haitian NGO partners, including in response to the 2021 earthquake. Haiti has been identified as one of 20 countries at greatest risk of a new – or significantly worsened – humanitarian crisis over the next year in the IRC’s 2023 and 2024 Emergency Watch List due to political instability, gang violence, Increasing food insecurity, disease outbreaks, and climate shocks could lead to a rapid escalation of the humanitarian crisis. In early 2023, the International Rescue Committee reopened its operations in Haiti and expanded its emergency response with a fully partner-led response in Port-au-Prince and surrounding communities. The focus was on neighborhoods severely affected by gang violence as well as limited access to health care and services for survivors of violence and/or cholera hotspot problems. The IRC also works with partners in Artibonite and Western Provinces to serve unmet needs in those areas.
The IRC’s Emergency Unit (EmU) led initial emergency responses and supported the establishment of a fully transmissible country program in the Latin America region (LATAM).
Scope of work
The Deputy Director of Programs (DDP) provides strategic leadership, decision-making, and coordination for program development and implementation, and oversees the effective implementation and technical quality of IRC programs in Haiti. The DDP ensures that programs are evidence-based, needs-oriented, closely monitored, and appropriately funded. This position reports to the Country Director (CD) who is a member of the senior management team. The DDP directly oversees grants, partnerships, meals and all technical coordinators, currently including health, water and sanitation, cash and protection, with the potential to expand into additional technical areas.
This position has close working relationships with the EmU Emergency Quality Team, the LATAM Area Head, other members of EmU and the regional support teams.
Responsibilities:
Strategic leadership
Provide leadership and overall management of IRC programs in Haiti, maintaining strategic program direction, growth and implementation. Oversee the implementation of the Haiti Emergency Response Plan and lead the final transition to the development of the Country Program Strategic Action Plan (SAP). Move IRC efforts toward a partner-led program approach and strengthen a network of local Haitian partners, empowering those entities to lead key decision-making and service delivery, and positioning the IRC as a partner of choice. Actively participate in in-country program management, coordination and strategy meetings with other members of the senior management team.
Partnership management
Support a culture of effective and respectful partnerships. Promote partner-led programming in line with IRC’s slogan “Why Don’t We Partner?” and an “equal partnership” approach. As a member of the Senior Management Team (SMT), prioritize and enhance IRC’s internal capacity for partnership. Develop staffing structures with the appropriate number of employees to effectively manage partnerships and ensure quality. Represent IRC with the leadership of partner organizations. Ensure that partnership considerations are integrated into the overall emergency response plan and that local partners are actively involved in response design and program implementation. Oversee the provision of IRC staff to support the partnership project and other capacity engagement commitments in areas under program management responsibility. Ensure that partnership risk management procedures are effective and compatible with the emergency context and nature of the partnership. Lead and/or support collaborative project and budget design with partners. Ensure that each program design identifies IRC’s emergency approach based on how best to support, strengthen and complement local actors. Ensure appropriate IRC budget allocation to support partners in line with overall response/program design. Actively participate in the Partnership Working Group (PWG).
Program quality
Ensure programming is consistent with the Emergency Response Plan, final SAP priorities, and the IRC Results and Evidence Framework (OEF), including program planning and project design. Liaise with technical advisors at headquarters and ensure that technical coordinators apply relevant guidelines and best practices in the design and implementation of the new programme. Ensure support and guidance of a high quality and adaptable technical program for partners. Support the development of measurement tools to evaluate program impact and involve client groups in program design. Ensure IRC programs in Haiti are aligned with the MEAL Guide and use rigorous monitoring and evaluation systems. Champion an organizational culture where data and customer input are routinely used for decision making and program adaptation. Strengthen systems that ensure evidence is used to guide the design of proposals and theories of change. Identify and pursue opportunities to improve customer feedback mechanisms to ensure responsive programming.
Program delivery
Maintain a sound understanding of the IRC’s programs and activities in Haiti. Ensure ongoing oversight of both partner and direct delivery. Support and oversee the implementation of robust project management cycle processes and tools in accordance with standard IRC tools. Ensure that program teams develop, implement and regularly update detailed business plans, procurement plans, spending plans and staffing plans. Actively contribute to and/or chair project implementation meetings as required to review program progress, including but not limited to progress indicators, work plans and spending. Where appropriate, coordinate the development of corrective measures to ensure projects are completed on time and on time, and ensure timely follow-up of any agreed actions. Ensure that the Office continually strengthens and effectively uses the International Rescue Committee’s (IRC) Partnership Excellence for Equity and Results System (PEERS), and that partnership decision-making and actions are driven by the IRC’s Partnership Principles.
Business development and grants management
Work with colleagues in the country programme, region and headquarters to identify funding opportunities and develop competitive, responsive, strategically aligned and donor-aligned proposals. Provide strategic direction for new program design in close coordination with grants and technical coordinators. Ensure strategic partnership considerations are incorporated into program design, including in Go/No-Go funding discussions. Ensure proactive engagement of partners in program development and project design efforts. Review and ensure the quality of conceptual notes and proposals. In collaboration with the Grants Coordinator, ensure program compliance with donor regulations, local government regulations and IRC internal control procedures.
Representation and coordination
Maintain a strong working relationship with donors. Lead external representation with donors as required. Ensuring ongoing active, systematic and regular communication with various partners in the country. Ensure that IRC Haiti program interventions are planned and coordinated within the broader humanitarian effort. Ensure IRC representation in sector coordination groups, including clusters.
Managing and developing employee performance
Supervise and direct direct reporting employees, including communicating clear expectations, setting performance goals, and creating a supportive environment while emphasizing accountability. Maintain open and professional relationships with team members, foster a strong team spirit and provide supervision and guidance to enable employees to perform successfully in their positions. Develop cohesive teams through regular department meetings and individual meetings and foster a collaborative work environment. Coordinate performance management within the department and ensure a high performance culture through employee engagement and accountability. Promote and monitor staff care and well-being. A model of healthy work-life balance practices. Work with regional HR staff to define and implement recruitment and retention strategies. Model and encourage active practice of the principles of the “IRC Way – Global Standards of Professional Conduct” throughout the Haiti country programme.
Job Requirements:
Work Experience: Excellent professional track record with at least 8 years of experience in conflict and humanitarian settings with significant program leadership responsibilities
Proven skills and competencies:
Successful experience in program delivery in complex security environments and restricted humanitarian access situations is strongly preferred. Proven ability to think strategically, set priorities and meet deadlines in a challenging emergency environment. Demonstrated ability to quickly and accurately analyze complex issues, make strong decisions, and translate programmatic priorities into operational strategies. Familiarity with core programming areas of the International Rescue Committee in Haiti including health, water and sanitation, cash and protection. Excellent leadership, people management, interpersonal and negotiation skills and demonstrated ability to develop harmonious teams. Demonstrate the ability to coordinate, communicate and build relationships with key partners including government, donors, international NGOs, national and local organizations and UN agencies. Extensive representation and fundraising success, including previous experience with European, US and other international donors. Excellent oral and written English and French language skills, including the ability to write and edit complex technical documents for external submission with minimal supervision. Language Skills: Fluency in English and French is required.
Work Environment: IRC office in Port-au-Prince with local travel to partner project sites as security clearance and arrival permit.
