Rio Del Council reviews the dangers of the “bumper car zone”

“I’ll try not to scare you,” Dr. Wendy Bohon, of the California Geological Survey’s Seismic Hazards and Earthquake Engineering Division, told the Rio Dell City Council at the start of her April 7 presentation on “Seismic Hazards.”

Rio del Mayor Debra Garnes had alluded to the “scary things” Bohon had said in the past to a council that presides over a city that bore the brunt of the effects of the Dec. 20, 2022, earthquake and another on Jan. 1, 2023.

Bohun’s presentation explained the causes and consequences of earthquakes in what she described as the “tectonic bumper car zone” of the northern coast.

Some faults are close to Rio Del, such as the Salmon Fault north of the city and the Ross Fault to the south.

Bohun said the Salmon Fault has been hit by three earthquakes in the past 1,700 years. Earthquakes caused by onshore faults have more serious effects.

“All these faults can cause potential earthquakes,” Bohun said, adding: “If you’re interested in earthquakes, this is a really good place.”

This is due to earthquakes of magnitude 11 or greater that have occurred in California since 1900, five of which were in the greater Rio del area.

“So this is the place in California where you’re most likely to feel the tremors from a 7.0 Richter scale earthquake,” Bohon said.

It summarized the history of earthquakes, which includes magnitude 7 earthquakes in 1980 and 1992, and the 2022 magnitude 6.4 earthquake, which was preceded by a magnitude 6.2 earthquake on the same date the previous year.

Is precise one-year spacing important? Bohun said there is no.

“It’s just that you continue to be exposed to larger earthquakes,” she added.

She explained that the intensity of the earthquake and its vibrations can vary greatly depending on the location. “The local rock and soil conditions make a big difference,” she said.

A less powerful earthquake can cause a lot of damage in certain areas.

“What you feel depends very much on where the earthquake happened and where you are. When people say it’s a rolling earthquake or an aftershock, what that tells us is how far away you were,” Bohun said.

In response to questions from council members, Bohun stressed the importance of the effects caused by earthquakes that occur with semi-regular frequency.

“I get a little frustrated with the media because they always say, ‘The big event is coming’ — and I would say the big event is the one that’s happening near you and causing damage in your community.”

A 5.0 magnitude earthquake about a mile below the Rio del would cause “very strong shaking and that would be meaningful because it’s close to people,” Bohon said.

Council members spoke about their experiences in the field of earthquakes.

Councilman Frank Wilson spoke about the sequence of earthquakes in late 2022, where the initial magnitude 6.4 earthquake was followed by a magnitude 5.4 earthquake on January 1, 2023.

He added: “The first had a larger number and the second had a smaller number, but it was very violent.” “And what it did to our city, what it did to the chimneys, including my chimney and the different things that happened — the magnitude of it means nothing to me.”

The northern part of Rio del “was hit hard” by the Dec. 20, 2022, earthquake, but the subsequent Jan. 1 quake “destroyed the southern end of the city,” Jarnes said.

“I think the earthquake was closer to you and that’s why you felt it more strongly even though it was a smaller earthquake,” Bohun said.

Her presentation included “drop, cover and wait” advice on what to do in the event of an earthquake, and Jarnes said her previous dining room table wasn’t large enough for everyone to get down to.

“We purchased a new dining room based on our ability to come down in the event of an earthquake,” she said.

The city is encouraging people to sign up for the state’s Earthquake Brace and Bolt seismic modernization program, which launches in 2023, City Manager Kyle Knope said.

Regarding the city’s infrastructure, Knoop said it was a matter of “building according to modern regulations” and the city “only had to modify the water tank currently under construction to meet the highest current standards.”
