The second highest amount is $130 million to expand the city’s emergency fire water system “to underserved areas on the West Side,” which, city officials said, “lack adequate water infrastructure to fight fires.” Upgrades could include extending high-pressure water pipelines, adding fire hydrants, and other infrastructure.
