Pacific countries aim to address regional unrest through the expanded Pacific Response Group

Pacific nations appear set to expand the scope of a new military response package so it can address major unrest in the region, as they move to begin negotiations on a treaty that would allow them to respond more quickly to natural disasters and other crises.

The Pacific Response Group (PRG) was formed in 2024 as part of a drive by Australia and several other governments in the region to develop a more coordinated response to natural disasters.

It was first deployed in December 2024 when Vanuatu was hit by a devastating earthquake, with a small planning team from PRG arriving to provide advice and support.

Australia will form part of the Pacific “task force”.

The Group of Pacific States created to respond to humanitarian disasters will have expanded mandates, including “stabilization” missions.

Last year, the South Pacific Defense Ministers’ Meeting backed a move aimed at “expanding the group’s mandate” beyond disaster response to include “stabilization operations,” and asked defense leaders to develop a framework for regional deployments.

In a major move, defense officials from across the region, who attended a major gathering of Pacific defense, military, immigration and customs officials in Brisbane this week, are pushing for a new treaty to develop a framework that would help regulate regional deployments, including by the PRG.

The Joint Heads of Pacific Security (JHOPS) issued a statement recommending that Pacific leaders “agree to begin negotiations on a framework treaty for the deployment of regional operations,” saying it would provide a “flexible and responsive mechanism” so Pacific countries can more quickly provide assistance.

Australian Defense Force Commander Admiral David Johnston said the PRG would form a “hub” for crisis response “on which every nation can build”.

“We’re really building it so that we have all of these options available to our leaders and to any nation in the Pacific to request that support,” he said.

“That’s what we continue to see, the work that we’re doing at the JHOPS meeting here, the Pacific Response Group and the policing initiatives — all of these are very focused on the region taking the lead on security problems or issues that arise… and bringing our best capabilities together.”

His Tongan counterpart, Chief of Staff of His Majesty’s Armed Forces, Brigadier General Lord Vilakipa, said he wanted to see a “region first” approach to crises.

“This is our homeland. We have to come together, work together and help each other first,” he said.

Mike Hughes of the Australian Strategic Policy Institute said it would be “another pillar in the broader Pacific integration agenda that this government has championed”.

Vanuatu criticizes Australia amid reports of security deal with China

As Australia pushes to finally sign a major agreement with Vanuatu, reports of a security agreement with China have sparked a backlash from Port Vila.

He said, “It will be a good development in all respects, ensuring that the real regional challenges that we all face together are dealt with in a cooperative and joint manner, supported in this case by a treaty that speaks to the importance of rules and governance for all amid a deteriorating global order.”

The announcement comes against the backdrop of relentless strategic competition in the region, as Australia and other partners intensify their efforts to prevent China from gaining a security foothold in the Pacific.

Admiral Johnston said that while “strategic competition” was “a feature of the environment in which we all operate,” it was not the main driver of the PRG.

“All our focus was on our countries in the Pacific working together,” he said.

“There is no focus on any particular country beyond that,” he said.

But Australian officials have previously said initiatives like the PRG would make it harder for Beijing to deploy police or troops to the region in the event of a crisis by including a “Pacific First” approach.

Mike Hughes also said there was a clear strategic justification for the new treaty, saying an “added benefit” was that it would “ensure the malignant influence of external actors in the region is reduced.”

The expansion of the PRG and the new treaty framework also threaten to spark controversy among Pacific nations, some of which remain deeply skeptical of Australia’s efforts to reduce its ties with China and are wary of any interference in its policies.

The statement stressed that Pacific sovereignty “will be protected by the fundamental principle that deployments will only be undertaken through a formal request for assistance from a member.”

Brigadier Lord Villaquipa stressed that “all Pacific countries must agree on this matter.” [the new framework] “Before it was really formalized.”

He added: “This is done based on an invitation – and this is a sovereign issue – and there are other requirements on troop-contributing countries.”

Anna Bowles, a Pacific security expert from Massey University, said the proposed shift is “hugely important” because it “creates a legally binding framework to enable regional deployments”.

“In this respect, it differs from previous interventions such as the Solomon Islands Regional Assistance Mission [the Australian-led regional deployment that restored order in the Solomon Islands]“Which was mandated under the Piketawa Declaration,” said Dr. Bowles.

She said it was clear Australia was leading the treaty because it was engaging in a policy of “strategic denial”.

“The key questions are why does the region need a treaty-level regional proliferation framework and why now?” She said.

“In the past three years, there has been a proliferation of bilateral security agreements, and this proposed treaty reflects some of the same motivations – strategic deniability through a strengthened regional security architecture.”

However, some Pacific defense officials say they can see benefits to a new framework, especially as the number of countries with a strategic interest in the region grows.

When Tonga was hit by the massive Hunga Tonga-Hunga Haapai volcanic eruption and tsunami in 2022, it struggled to coordinate offers from outside countries scrambling to provide assistance, especially since communications were badly damaged.

The new deployment framework would also make it easier for Pacific countries to manage the flow of donors from within and outside the Pacific region, Dean Lord Villaquiba told the ABC.

“All others – the UK, the US, China and Japan, as happened with the tsunami – have the right to offer their assistance and support, and every island in the Pacific has the right to accept the assistance or support that is given,” he said.

“Our challenge is to coordinate all the goodwill that is coming.”
