The symposium in Portland focuses on the coordinated response to the Cascadia earthquake
PORTLAND, OR (KTVZ) – Leaders from multiple agencies gathered yesterday, June 4, at Portland International Airport for the 2026 Defense Support to Civil Authorities (DSCA) Senior Leadership Symposium. The symposium focused on enhancing coordination and preparedness for a potential Cascadia Subduction Zone event, a high risk of natural disaster in the Pacific Northwest.
The Port of Portland hosted the half-day program that included high-level discussions, scenario-based planning, and insights into federal and military support capabilities during catastrophic incidents. It brought together senior leaders and planners from local, state, federal, tribal and military agencies. An optional afternoon networking session also supported cross-jurisdictional collaboration.
The 2026 Civilian Defense Support Senior Leadership Symposium included leadership from the U.S. Navy, the Oregon Division of Emergency Management, the Governor’s Office, the Oregon Human Services Office of Resilience and Emergency Management, and the Port of Portland. Virtual participation was also available.
Dan Pippenger, chief aviation officer at the Port of Portland, stressed the importance of preparing for airport operations. “Preparedness is at the core of our airport operations, including the new PDX that is designed to withstand the Big One,” Bebinger said. He added that workshops like these enhance resilience by enhancing cooperation and communication, which he described as essential for regional partners to respond quickly, save lives and keep supplies flowing during a disaster.
Participants engaged in focused conversations on current response plans, challenges of interagency coordination, and opportunities to improve alignment across emergency management systems. The symposium emphasized the critical role of EPA’s support in responding to large-scale disasters and stressed the importance of integrated planning before a crisis occurs.
Erin McMahon, director of the Oregon Division of Emergency Management, stressed the need for strong partnerships for the Cascadia event. “Preparing for Cascadia requires strong partnerships and a shared understanding of how we work together in the most difficult circumstances,” McMahon said. She stated that the symposium brought together the leadership to ensure that it is coordinated, informed and ready to respond.
Leaders from the Navy, Oregon Human Services Office of Resilience and Emergency Management (ODHS OREM) and the Port of Portland also stressed the importance of interagency collaboration. They noted that unified planning is essential to protect communities and accelerate recovery after a major earthquake.
ODHS OREM Director, Ed Fleck, spoke further about the role of offshore operations. “Response from sea is the norm in the Indo-Pacific region,” Flake said. He added that as a Pacific nation, the maritime services will play a key role in responding to the Cascadia region earthquake and tsunami in Oregon.
DSCA’s Senior Leadership Seminar Series, launched in 2010, provides a vital platform for enhancing regional preparedness in high-risk regions such as the Pacific Northwest.
Insights from this year’s session will inform ongoing planning efforts and strengthen partnerships that support Oregon’s resiliency.
