O Christopher Lawrence “Bong” Gu called for stricter enforcement of the National Building Code due to the country’s vulnerability to earthquakes.

Earlier, he introduced measures to strengthen the National Construction Law, establish a disaster management department and establish mandatory evacuation centers.

Through his initiatives, government agencies have provided assistance to victims of the 6.6-magnitude earthquake that struck Masbate on August 18.

The earthquake caused extensive damage in some areas of the province, including a marine crater discovered in Barangay Kasabangan, Biu town in Corpus. Soil liquefaction was also observed in Barangay Matayum in Cataingan.

The President’s Office and the Ministry of Social Welfare and Development (DSWD) on August 21 provided financial aid to the county as well as affected municipalities and villages.

The provincial government of Masbate and the municipalities of Katangan, Palanas and Dimasalang have received financial aid from the national government.

The captain of Mattayum Village, Jacqueline Raboy, expressed gratitude for Joe’s efforts to help the county.

In December 2019, Go introduced Senate Bill (SB) Bill 1252, or the Proposed Philippine Building Act of 2019, which seeks to regulate the planning, design, construction, occupancy and maintenance of all public and private buildings and structures.

SB 1252 aims to establish a framework for minimum standards and requirements for all buildings and structures in line with mainstream disaster risk reduction and management efforts, organizing and monitoring their sites, siting, planning, designing, building and maintaining them.

Joe said that some safety standards related to fire safety and sanitation were not mentioned in the building code, “leaving many gaps and deficiencies that must be addressed.”

He emphasized the need to establish a separate executive department focusing on resilience in the face of disasters to serve as the government’s lead agency for disaster response and preparedness.

Introduced SB 205, or ‘Disaster Resilience Management Act of 2019’, which seeks to establish ‘robust, highly specialized, and responsive disaster management with a clear unity of command’.

The bill aims to provide a faster government response to natural disasters and calamities by grouping all relevant agencies under one administration.

It also authorizes local government units to build permanent and dedicated evacuation centers that are comfortable and complete with all supplies needed by the evacuees.

Go also introduced SB 1228 which provided for the establishment of an evacuation center in every city, county and municipality across the country.
