Flooding on the New Brighton Road has been a problem since the September 4, 2010 earthquake nearly 10 years ago. Residents had enough.

New Brighton residents are tired of negotiating flooded roads after nearly 10 years of earthquakes that devastated the area.

But Christchurch City Council says that unless some money is found to replace infrastructure, there is no easy way to prevent floods.

New Brighton Road and other streets near the Avon River flow even when it’s not raining. All it takes is a fairly high tide before the water can be forced back through rainwater pipes originally designed to drain the water.

Valves that were put in place in 2016 to prevent backflow often do not function properly.

New Brighton Road is a popular road for cyclists as well as motorists, but it becomes nearly impassable during some high tides.

New Brighton Residents Association spokesperson Brian Donovan said the spring high tide worsened the flooding, and the water recently extended from one side of New Brighton Road to the other.

Residents are forced to take long detours or drive along the river bank.

Donovan said seeing regular floods reinforced people’s feelings that the East is being neglected.

The high tide about 10 days ago caused severe flooding on New Brighton Road.

Joe Zervos, a community advocate and board member of the Coastal Burwood Community, said the floods didn’t create more potholes, causing additional wear and tear for cars, it was even mentally difficult for residents to see regular floods.

“It’s appalling our major roads – Pages Rd and New Brighton – are not immediately fixed.

“Roads need to be addressed and the drainage needs to be addressed. We have been waiting for a long time.”

The flood was a result of the land sinking during earthquakes and Zervos admitted that it was not easy to solve, but preventing the backflow or raising the road upwards may work.

There have been suggestions to move New Brighton Road up and farther from the river.

Donovan asked if the council could raise the road as it had been with the pedestrian crosswalk on Page Road.

A council spokesperson said the council had inspected and maintained the existing rainwater piping infrastructure including backflow prevention valves and this was generally effective only when there was a high tide chain like the one recently.

He said the council will continue to investigate the best way to manage the backflow valves and keep the existing infrastructure functioning as effectively as possible, but until funding is provided for the replacement of the infrastructure, it will be difficult to block the flow of water to some parts of the New Brighton Road during some high tide. .

The board said backflow valves were installed by the Stronger Christchurch Infrastructure Rebuild Team (Scirt) in 2016, but due to where and how they were installed, they were difficult to maintain and continue to operate as effectively as possible.

Two Christchurch city councilors have dug a flood relief trench in the red Bexley district after years of complaints from residents.

Scirt was an alliance between council, central government, Transport New Zealand and five main contractors, created to rebuild roads, bridges, stormwater and sewage pipes in Christchurch, after the 2010 and 2011 earthquakes.

The Board said that there is no project in the Final Renovation Plan to move the New Brighton Road away from the river, however, the issue has been raised and will have to be dealt with as part of the 2021-31 Long Term Plan (LTP).

But Zervos said that if he was put into LTP, “We might wait another 10 years. It’s really frustrating.”

Frustration over the lack of action on flood issues led local advisors Phil Mugger and James Daniels to dig an unauthorized trench on the other side of the Avon River. The couple have engaged lawyers and are awaiting the outcome of the council’s investigation.
