PMNCH | Funds for sexual and reproductive health and rights are low

This report, commissioned by PMNCH, reviews current and potential future investments in sexual and reproductive health and rights (SRHRs) to inform discussions about how to provide adequate support to the SRHR. It provides an analysis of SRHR funds by donors and governments of low- and middle-income countries, which is crucial because much of the required growth in SRHR funds will have to come from domestic sources.
Sexual and reproductive health and rights are key to achieving the Sustainable Development Goals (SDGs) for health. The Guttmacher-Lancet Commission determined in 2017 that meeting the unmet need for contraception for 214 million women in developing regions could prevent an additional 67 million unintended pregnancies a year. While the benefits of investing in the SRHR are great, SRHR is a politicized topic in many countries.
Although all countries should include the SRHR in their journey towards universal health coverage (UHC), many countries include in their UHC packages and plans common elements of the SRHR (primarily family planning, maternal and infant health), the inclusion of a comprehensive package of the SRHR Intervention- a are rare and by no means guaranteed. Moreover, despite the Official Development Assistance (ODA) for the SRHR and funding provided by the Bill & Melinda Gates Foundation in the amount of $ 11.3 billion in 2017, overall high, donors have invested a lower proportion of their total health funding in the SRHR to the previous year.
The evidence and recommendations provided in this report support countries to prioritize health, including SRHR in their domestic budgets, and encourage donors to include SRHR as an integral part of UHC efforts and protect health investment from other emerging priorities. Nevertheless, a new global movement is needed to mobilize political and financial support for the SRHR to sustain investment.
