What lessons does flu preparedness offer to combat respiratory pathogens and other diseases?
Building flu capacity is critical because if you can prepare for flu epidemics or respiratory events, you can learn and exercise in response to other emerging diseases.
Flu is not a sporadic outbreak like Ebola or Zika. It’s always there, so you always need to practice something and maintain your sharp skills. Because flu is a constant threat, much learning continues to support working on other emerging diseases. As a basic architecture for capacity building in all areas. For example, you can practice your communications to respond to epidemics and better understand aspects of vaccine indecision behavior. Can you give an example of a country that established a flu monitoring program that was then used for other diseases?
In Africa, when we started in 2006, there were only about five countries that had the ability to monitor the flu and process flu samples. Now, in the last ten years, since we started capacity building, there are about 25 countries that routinely do the work against the flu. When the pandemic began in 2009, many were willing to diagnose first cases through newly opened flu surveillance programs.
We have also started a global rapid response program in which we have trained more than 100 countries, including many in Africa. We later heard they used flu response teams in response to Rift Valley heat, for Ebola and other outbreaks.
There are still places where we can improve surveillance, in Africa, in Central Asia. There are small pockets everywhere.
Is there a long-term plan to help the world prepare for the flu?
WHO and partners are developing a “Global Flu Strategy” to be launched in 2018. In line with the Thirteenth and Thirteenth WHO Global Work Programs (GPW13), which rely on the Sustainable Development Goals (SDGs) and efforts to strengthen the health system, In order to achieve universal health coverage (UHC), the new strategy will support WHO Member States in developing seasonal flu prevention and control capacities. The strategy focuses on three priorities, strengthening pandemic preparedness, expanding seasonal prevention and control of influenza, and research and innovation.
