The rather quiet election campaign held at the height of the summer holiday season did not foreshadow the political earthquake that would have struck Montenegro at the end of August. However, when that came, the electoral defeat of Milo Djukanovic and the ruling Democratic Progressive Party in the country’s parliamentary elections sent shockwaves across the region.

While everyone evaluates the election results, we analyze what awaits the victorious opposition coalition. Their very narrow majorities and their internal heterogeneity will not make government formation easier. However, forming the government might be the easy part, given the mounting problems facing those in power.

A rising star

The victory of the opposition in the parliamentary elections pushed the relatively little-known politician, Dretan Abazovi, to the political center stage. Abazovi leads the pro-Montenegrin civilian coalition among blacks over white, and is the smallest of the three opposition groups that successfully defeated the DPS.

Abazovi and his “Black on White” coalition sit in many respects in the uncomfortable political milieu of Montenegro that is deeply divided. They were also pushed into the role of kingmakers in the next government formation process. The desire to see the DPS removed from power and for a fresh start in Montenegro connects them to the more pro-Serbian political parties. However, in terms of much of their politics, they are a strange match for the rest of the opposition. The fall of the Soviet Union came as a shock to most observers and foreign policy practitioners. Likewise, the defeat of Milo Djukanovic and the SPD came as a surprise even to many of their opponents, not to mention accidental observers.

However, the defeat of the DPS – after 30 years in power – was met with skepticism among many of the promoters of liberal democratic values ​​in the region.
