Earthquake-prone office block in Christchurch CBD: No action taken in nine months

Christchurch City Council took no action against the engineers in an office building in a downtown mall that was constructed with multiple earthquake design flaws.

Nine months after a final ruling confirmed serious flaws in the eight-story building at 230 High Street, not much has been done.

The council said the building’s owner was carrying out an engineering assessment.

“We expect the owner’s report to consider a range of options, and we also expect to be provided with a copy of the report soon.”

Owner Soung Joon Kim has not responded to RNZ’s questions.

The council said it was up to it to demolish it or not.

Kim told RNZ in late 2019 that it was essential to address the issue in the interest of public safety.

The board has not filed any complaints against the designers or the peer reviewers with Engineering New Zealand.

The council told RNZ that there was a “greater benefit” in finishing what was going to happen to the building, than going to ENZ.

She said the same question, about not filing a complaint with ENZ, could be brought to the Ministry of Business, Innovation and Employment. RNZ requires this from MBIE.

The council has not considered any action or initiated any action to recover the pricepayers’ money spent in challenging the design of the building.

Challenges and counter challenges by many engineers continued for two years.

“It is important to remember that while MBIE determined that parts of the building did not comply with the Building Code, it did not specify or indicate that the building was dangerous or prone to earthquakes,” the council said.
