In recent years, there has been an increase in evidence of successful ECD programs, especially from high-income countries. Strong political leadership, a shared vision, clear legal frameworks and budgetary allocation are key elements of such initiatives. However, much more needs to be done to ensure long-term integrated care services for young children in an environment with fewer resources.
All relevant stakeholders must actively work on this, coordinating their actions, advocating for significant changes and holding each other accountable for their commitments. These joint efforts must focus on the effective and efficient delivery of a comprehensive package of services, combining health, nutrition, early stimulation and social and child care, to support care and care families.
Success requires action in five areas: expanding political will and increasing investment; creating a national political environment; capacity building of partners; improving multisectoral management systems; and strengthening national data and evidence.
