IFRC, UNICEF and WHO provide guidance on protecting children and supporting safe school activities


GENEVA / NEW YORK – The International Federation of the Red Cross (IFRC), UNICEF and the World Health Organization (WHO) today issued new guidelines to help children and schools from COVID-19 transmission. The guidelines provide critical considerations and practical listings for school safety. It also advises state and local governments on how to adapt and implement contingency plans in educational settings.

In the case of school closures, the guidelines include recommendations to mitigate potential negative impacts on children’s learning and well-being. This means having solid plans in place to ensure continuity of learning, including distance learning opportunities such as online education strategies and radio broadcasts of academic content, and access to basic services for all children. These plans should also contain the necessary steps to eventually open schools safely.

Where schools remain open and ensure that children and their families remain protected and informed, the guidelines call for:

  • Providing children with information on how to protect themselves;
  • Promoting washing and hygiene best practices and providing hygiene supplies;
  • Cleaning and disinfection of school buildings, especially water and sanitation facilities; and
  • Increasing airflow and ventilation.

The guidelines are specific to countries that have already confirmed the transmission of COVID-19 and remain relevant in all other contexts. Education can encourage students to become advocates for disease prevention and control at home, at school and in their community, by talking to others about how to prevent the spread of the virus. Maintaining safe school operations or reopening schools after closing requires many reasons, but if done well, it can promote public health.
