Red tape and corruption mean the continuation of the nightmare of earthquake victims

 


Earthquake victims in parts of Morelos say they are still living a nightmare, three years after their homes were demolished.

The red tape and corruption associated with government-run relief programs in the years following the September 19, 2017 earthquake means that some residents remain homeless, grappling with the coronavirus pandemic hoping federal funds will arrive.

The most recent report on reconstruction efforts in Morelos, in November 2019, indicated that the reconstruction of some 8,000 homes, 89 historic buildings and 10 schools was delayed.

According to a preliminary count, 23,793 homes were affected in Morelos, of which 7,410 were total losses and 16,383 partially damaged. This number was subsequently updated to 31,090 properties, of which 15,586 belonged to people below the poverty threshold and thus eligible for government benefits.

However, the programs that provide assistance to earthquake victims have been irregularities.

Governor Cuauhtemoc Blanco accused his predecessor, Graco Ramirez, of diverting 70 million pesos (US $ 3.31 million) in resources from the state disaster relief program that was to be rebuilt in quake-affected areas, particularly in the municipalities of Gogotla, Tlakwiltenango, Utepec , Jonacatepec, Tepalcingo, Tlayacapan, Cuautla, and Cuernavaca.

Gogotla was severely affected. 27 residents were killed and more than 3,000 homes damaged.

In the Emiliano Zapato neighborhood, several complaints arose against workers of the National Housing Program (CONAVI), who were tasked with assessing damages and following up on families, after government officials simply abandoned the people accused of helping them.

Oralia Vargas Cedillo’s home was damaged, but the Conavi technicians had not properly assessed and misplaced her documentation, she said.

Last year, she finally received 29,000 pesos ($ 1,372) out of 32,000 pesos. The remaining 3,000 pesos went to the Konafi worker to supervise the rebuilding.

Vargas says the worker never came, nor was she able to finish her house with government money. The structure you live in is not healthy. The walls are cracking and the house shakes when the trucks pass.

On the sidewalk at the corner of Francisco I Madero Avenue and November 20 Street is a large cobbled tent structure with bits of plastic, wood, metal, and cardboard.

She says the neighbors make fun of her and show her contempt. They are taking pictures of her makeshift home and posting them on social media to make fun of her.

She and her husband lost their jobs due to the Coronavirus pandemic. Their 13-year-old son is staying with relatives to have access to a computer, so he can keep up with school work.

She had nothing left because her home was built on her family’s land, and she had no proof of ownership required to receive government disaster funds.

“I took papers to the state government, to Cuauhtemoc Blanco, to the federal government, and they didn’t give me an answer,” says Martha. “They just ignored me.”

Griselda Contreras Hernandez, chair of the Citizens’ Committee of Victims (CCV), says there are others who share Martha’s ordeal. “Many chose to rent [in other municipalities]Others live with a relative, and some remain on the streets or on the ground in makeshift homes built with tents or sheet metal.

Contreras estimates that 35% to 40% of affected homes across the state have been rebuilt, “mainly due to support from foundations because the authorities are simply not responding.”

Among the NGOs that stepped in to help, the Carlos Slim Foundation has delivered 94 homes, and Banorte 15 and Proyecto Esperanza have 50 homes under construction.

Among the government-run programs, Hogares-Infonavit is about to start building 50 homes, while the Échale a tu Casa program plans to build 90 new homes.

Anna Jimenez, the former chair of the CCV, recalls President Lopez Obrador’s promise on December 11, 2018, when he visited Gojotla and told residents that he would restore dignity and hope to those who had lost everything.

That didn’t happen, she says, because the current administration was using faulty data collected by federal programs during the previous administration.

The problems are not being solved, they are compounded, and families who do not own the land they once lived on continue to crumble.
