Zimbabwe has offered to return land to foreigners who seized farms under a controversial government program two decades ago. Thousands of white farmers were forced from their lands, often violently, between 2000 and 2001. The kidnappings were meant to reclaim the lands of the colonial era, but they ruined the country’s economic decline and relations with the West. Extraordinary compensation has been imposed on local white farmers.
