A new WHO guide to help countries expand access to essential medicines
The new WHO country guide, “Country-level drug selection”, is based on a model list of WHO essential medicines. It identifies the key actions that countries should take to develop and update their own
national lists of essential medicines based on the treatment needs of their population and their ability to offset drug payments.
The objective of this document is to support countries in their progress towards general health coverage. Today, approximately half of the world’s population is unable to access essential medicines. The vast majority of these people live in poorer countries,
but rising prices for new drugs are also becoming a challenge for health systems in rich countries.
Careful selection of essential medicines is the first step in securing a population that can get the quality medicines they need at an affordable price. Countries need to do more to ensure high access to all people and communities

The policy document for national policy makers and reimbursement lists is intended to increase transparency in the choice of essential medicines. Most national lists of essential medicines have several differences in comparison
with a WHO Model List, which lists only medicines of proven safety and efficacy. Some national lists include medicines that bring little added benefit to patients. Decision makers should refer to the WHO global list for measuring public health
the value of listing certain drugs for their population.
The concept of essential medicines
Essential medicines are:
- those that meet the priority health needs of the population
- selected with respect to disease prevalence and relevance to public health, evidence of efficacy and safety, and comparative cost-effectiveness
- intends to be available in the context of the functioning of health systems at all times in appropriate quantities, in appropriate dosage forms, with assured quality and appropriate information, and at a cost that the individual and the community can afford.
The basic concept of medicines is global and promising. Includes the need to regularly update medication choices to reflect new therapeutic options and changing therapeutic needs; the need to ensure the quality of medicines; and the need to continue
the development of better drugs, emerging drugs and drugs that will meet the changing patterns of resistance.
Achieving universal health coverage and equity in public health depends on access to basic, high quality and affordable health technologies for all. To reach everyone by 2030, at least two billion people will need access
key health services by 2030.
In an effort to make the Model List of Lists more accessible, WHO has recently developed an electronic version of the list, which brings traditional EML to computer screens, tablets and smartphones into a freely available, accessible
online database.
