The New Plymouth County Council is set to approve a $ 43 million heat dryer replacement project, including other parts and parts, for the wastewater treatment plant.

Work to improve the New Plymouth wastewater treatment plant, at a cost of up to $ 43 million, is set to be approved by councilors this week.

The central government provided $ 37 million in turnkey financing for the shovels to replace the factory’s obsolete heat dryer – a machine that turns wastewater into fertilizer, which is then sold commercially.

The NPDC policy states that the minimum should be 67 percent.

The total cost of the project, including remediation of earthquake-prone buildings, staff welfare and expansion of the compliance testing laboratory, is estimated at $ 43 million, including $ 6 million in emergency funding.

Councilors are set to approve a budget of up to $ 43 million at their plenary meeting Tuesday, subject to Crown Infrastructure Partners’ $ 37 million grant.

Central government funding will save New Plymouth price payers around $ 1,365 for each property connected to the sewage system, the report said to councilors.

The sewage treatment plant serves just over 27,000 residential and commercial properties across the region and typically treats around 10.7 billion liters of wastewater each year.

The new dryer will run on a mixture of natural gas and hydrogen and is expected to reduce New Plymouth County Council greenhouse gas emissions by about 13,300 tons over the next 20 years.

The current dryer is powered by natural gas and produces about 2,000 tons of carbon dioxide per year – equivalent to about 432 passenger cars driven for one year.

While there are other options with slightly lower greenhouse gas emissions, they also have much higher costs and less opportunity to maintain NPDC’s existing fertilizer customers, according to the report.

“Annual carbon emissions from the new facility are projected to be 665 tons per year lower than the existing thermal drying facility based on replacing 25 percent of the natural gas supply with hydrogen.”
