Reconstruction of Lake China after the $ 2.3 billion earthquake is underway, according to Captains Lori Scott and Brad Harlow at a Ridgecrest City Council meeting on October 21. In fiscal year 2020, according to Scott.

Reform efforts are underway, with the first project starting earlier this month. The effort will get stronger next spring, and the number of temporary workers is roughly expected to reach 1,500 in late 2022 or early 2023.

The workers will be housed in temporary modular units on a roughly 600-acre plot of land on a basic property near the tailgate, southeast of the Northern Range, according to Scott. Scott said this contract has not yet been awarded.

Scott said fifty percent of Melcon’s projects were awarded with 60 percent of the funding.

Of the 1,384 facilities at the base, Harlow said, 234 received significant damage from the Ridgecrest earthquakes.

He added that the first part of the recovery effort has been completed.

“We have brought in a large number of temporary facilities or repurposed existing facilities to accommodate the jobs displaced by the earthquake, so if you see truck after truck of modular building blocks heading towards town, now you know why,” Harlow said.

Harlow stated that initial restoration efforts for the reform focused on restoring “essentials like power and water while removing safety risks” and that the Navy is now moving towards awarding larger contracts for more complex restoration projects.

Harlow said the estimated cost of these reforms in fiscal year 2020 and 2021 is around $ 450 million.

Harlow said a major renovation contract for the Michelson laboratory was issued in September and is currently in the design phase of the project, which will include “a seismic upgrade to a facility that was built long before modern seismic practices existed,” according to Harlow.

Scott provided an overview of the construction. In short, 50 percent of Melcon’s projects were awarded in fiscal year 2020, representing 60 percent of the Melcon program budget.

The first MILCON project was the flagship magazine awarded in April. The foundation stone for this project was laid earlier in October.

The design phase of many projects is currently under implementation. Look for groundbreaking February 2021 for community support facilities. Scott said this rebuilding process includes the gymnasium and the multi-purpose facility that will be used primarily as a chapel.

The temporary staff accommodation should be “online” in February 2021. April 2021 should mark the construction phase for many of Melcon’s projects.

Look for an increase in activity next spring.

“Right now we’re in the design phase for all projects, except for the magazines. You won’t see a massive spike until around the April timeframe,” Scott said.

The temporary housing will be modular units on the base property.

Scott has also populated the community in repair / design and build contractors, as follows: ECC Construction for six MILCON projects in Southern Airspace; Harper Construction for P1903 Mission Systems Integration Lab; Reyes create P1910 magazines and idle storage facilities; Soltek Pacific Construction for P1916 Community Support Facilities and RQ Building for Mich Lab Repair.

In response to a question about government compensation for the city for the use of the city’s infrastructure, City Manager Ron Strand replied that there is no methodology for taxing the Navy for city services used in the rebuilding process.

“There is no methodology for us to be able to tax them,” Strand said. “I don’t think there is a legal mechanism by which we can assess that.”
