COVID-19 in Indonesia and Central Sulawesi Province

In March 2020, the government declared a state of emergency for COVID-19 as an unnatural disaster in Indonesia. The number of confirmed cases has continued to increase dramatically since the announcement of the first two cases in March 2020. Based on the data of the Indonesian Ministry of Health, as of June 10, 2020, 34,316 people have been confirmed infected, including 1,959 deaths. The Indonesian Ministry of Health has activated 132 referral hospitals in 33 provinces to manage COVID-19 cases. The government has also set up an emergency hospital for quarantine and treatment for COVID-19 on Galang Island, Riau Islands Province, and the announcement allows the government to summon powers to facilitate the entry of international aid, as well as generate or allocate funds for a pandemic response. The president has also formed the COVID-19 Acceleration Task Force, with the chair of BNPB (National Disaster Management Agency) to lead the task force. The BNBP declared a 91-day state of emergency over the epidemic from February 29 to May 29, 2020. Work teams have also been established for 25 provinces, of which 11 have declared a state of emergency. The task force is assigned to lead prevention, response and recovery activities, as well as to hire experts to support responses. The task force is also required to consult the policy plan with the chair of the National Task Force. On March 16, 2020, the Ministry of Home Affairs issued temporary restrictions on the export of disinfectants and materials for manufacturing masks and Personal Protective Equipment (PPE). On April 3, 2020, the Ministry of Health issued guidelines on widespread social restrictions (Pembatasan Sosial Berskala Besar, PSBB). The guidelines restrict public activities in some counties hit by the coronavirus. The regulation also became a basis for school and office closures. Restrictions on religious activities in public areas, activities in public places and facilities, and social and cultural activities; Defining public transportation, private vehicles, and other restrictions related to defense and security aspects. On April 10, 2020, Jakarta, which has the highest number of positive cases in Indonesia, became the first province to implant PSBB. On April 21, the government also banned the traditional “modic” or the mass exodus of people to go to the original counties, starting April 24, 2020 until June 1, 2020. All 34 provinces in Indonesia have been identified with positive cases: The top five numbers are in the DKI district of Jakarta West Java, Banten, East Java and South Sulawesi, in Central Sulawesi, the number of positive cases of COVID-19 has steadily increased. Several hospitals have been designated by the Regional Health Office as COVID-19 referral hospitals. The provincial testing capacity is still low. The Sulawesi Government maintains information related to COVID-19 through the daily release of the Central Sulawesi Data and Information Center and the Central Sulawesi Regional Health Office website https://dinkes.sultengprov.go.id/category/covid-19/. The provincial governor has also issued various regulations on managing the COVID-19 case specifically on population movements in an effort to stop the transmission of the virus. Roads, airports, and ports were regulated with cross-border movements permitted only from 06:00 to 22:00 and submission from a valid PCR test. Regulations for physical distancing also exist, particularly in public places and markets. Congregations must be approved by the SATGAS (Regional Health Emergency Authority). Wearing face masks is mandatory at all times in public places, as NGOs present in the area, most of which have been responding to the 2018 earthquake and tsunami, are coordinating COVID19 responses to track activities and provide support to the provincial government. NGOs have raised requests to revitalize the health cluster, including psychosocial support, to provide a formal coordination mechanism for all actors in the district.
