Kaikōura Earthquake Recovery Work website won a Premier Award for Excellence

The collective efforts of the Waka Kotahi NZ Transportation Agency, KiwiRail, the North Canterbury Alliance to Restore Transport Infrastructure (NCTIR) and Te Rūnanga o Kaik toura to restore and improve transport networks in Kaik followingura in the aftermath of the devastating November 2016 earthquake were recognized by the Spirit Public Service Commission of Service Awards.

Restoration and Improvement of Kaikōura’s transportation networks has won the Outstanding Public Sector Leadership Award in Governance which honors a governance group that delivers outstanding results for New Zealand. The project also won the comprehensive Prime Minister’s Award that was selected by the jury from among the winners in each of the four award categories.

“Inspirational leadership and governance were essential to managing the response to this exceptional event and making sure it was effectively presented, while working closely with local communities and iwi, and paying attention to the precious coast,” says Nicole Rosie, CEO of Waka Kotahi.

“When the earthquake struck on November 14, 2016, the massive damage to the transportation network left communities completely isolated, severing vital social and economic ties. The scale of the damage was unprecedented, the challenge of rebuilding seemed insurmountable, and the job required an entirely different approach to governance and implementation. The project team literally had to move mountains to achieve their goal.

KiwiRail Group CEO Greg Miller says the massive disaster reconstruction effort was much more than the opening of a railroad and a road.

Connections between families and friends have been restored, businesses have welcomed tourists again, and freight can be moved to and across the South Island.

The recovery from the 7.8-magnitude Kaikoura earthquake posed unique logistical challenges to transportation networks due to the extent of damage and the remote location. The transmission networks reopened in late 2017, and work has since continued to make them safer and more resilient.

The NCTIR Alliance’s work in Kaikراura is nearing its end, with the majority complete by December 2020. The Cultural Artwork Package, developed in partnership with Te R Tenanga o Kaikōura, is being completed along the coast which will leave a lasting legacy for Kaikōura. This extensive collection of artworks tells the story of the unique coastline, reflecting the whakapapa and connectivity, and features on the railway tunnel shelters and in the new safe stopover areas on State Highway 1.

One of the remaining projects, a new rock canopy on the South Kaikoura Highway, the first of its kind in the Southern Hemisphere, will be completed in early 2021.
