Turkey’s Disaster and Emergency Management Department denies allegations that there are no emergency meeting points

Turkey’s Disaster and Emergency Management Authority (AFAD) on Sunday denied claims that many cities lack sufficient emergency meeting points, saying that more than 18,000 areas have been identified across the country.

In the aftermath of last month’s magnitude 6.6 earthquake in the western province of Izmir that killed at least 106 people and injured more than 1,000, the issue of disaster preparedness has re-emerged.

The scarcity of emergency meeting points in Turkey’s expanding cities has been a concern repeatedly voiced by experts.

Experts say assembly points help earthquake survivors avoid debris that might fall from nearby buildings and also help reduce post-earthquake panic by allowing people to gather and find their family members.

One such report said that Istanbul, the most populous city in Turkey with a population of about 16 million, has only 470 meeting points.

In a statement, the Disaster and Emergency Management Department refuted the allegations, saying that Istanbul has 3021 emergency meeting points and there are 18910 points throughout the country.

The Interior Ministry agency said that about 500 meetings were held during the past two years to discuss Istanbul’s preparedness for various disasters, adding that the agency was aware of the shortcomings of many neighborhoods around the city.

“The shortage was noticed in the neighborhoods of Istanbul, which were mostly built before the year 2000, and work began to include newly built and reinforced school yards as emergency meeting points to boost the city’s numbers,” the statement said.

According to the AFAD, the current total area of assembly points is 1.29 square meters (13.8 square feet) per person. The agency said it aims to increase this figure to two square meters per person and to renew existing areas.

The agency said that recent exercises on the use of emergency assembly points that were scheduled to take place on November 3 have been postponed due to the Izmir earthquake and that the exercises will be held across Istanbul before the year ends.

According to a recent nationwide survey on earthquake preparedness, 30% of people said they do not have a designated emergency zone near their homes, while 18% of those surveyed said they did not know if they were doing it or not.
