The WHO announces a certification program to remove trans fatty acids
The new WHO certification program for the removal of trans fatty acids aims to identify countries that have eliminated industrial production trans-fatty acids (TFAs) from their national food supplies. This is the first ever certification program that will recognize countries in their efforts to eliminate one of the major risk factors for noncommunicable diseases and protect their populations from premature death.
Increased TFA intake (> 1% of total energy intake) was associated with events and mortality from coronary heart disease. Industrially produced TFA is used in baked and fried foods, pre-packaged snacks, and certain cooking oils and fats used at home, in restaurants, or in street foods. Replacing healthier oils and fats is cost-effective, life-saving and feasible without changing the taste of food or the cost to the consumer.
The new certification program also aims to accelerate global progress towards achieving the WHO goal of eliminating industrially produced TFA by 2023, which has been set as a priority goal to be achieved in 13.th General work program (2019-2023). To support countries to achieve the goal and take action, the WHO has also announced REPLACE action box in 2018
A year later, the WHO published six REPLACE modules to provide practical, detailed guidance for implementation to states. The WHO recommends that countries adopt one of two best practice options for removing industrially produced TFA from the food supply: (1) limit industrially produced TFA to 2 g per 100 g of total fat in all fats, oils and foods, and (2) prohibit production and use. partially hydrogenated oils (PHO).
Today, countries are responding to the WHO’s call for action, and many have adopted and implemented best practice policies. Currently, TFA best practice policies have entered into force in 14 countries (covering 589 million people), and an additional 26 countries have adopted TFA best practice policies that will take effect over the next two years (covering an additional 815 million people). Thus, in two years, approximately 1.4 billion people will be protected from industrially produced TFA.
Similar to other eradication and eradication programs (e.g., smallpox, poliovirus, malaria, and guinea pigs), the proposed TFA eradication certification program is key to establishing responsibility in the country and accelerating global progress toward the 2023 elimination goal.
To qualify for certification, states must demonstrate that TFA best practice policy has been applied and that effective monitoring and enforcement systems are in place.
Application requirements and detailed criteria will soon be available on the WHO website. WHO invites all countries[1] take rescue measures by removing industrially produced TFA.
[1] Countries with best practice policies that already are in power they can meet the certification criteria and are encouraged to submit declarations of interest: Austria, Canada, Chile, Denmark, Hungary, Iceland, Latvia, Lithuania, Norway, Saudi Arabia, Slovenia, South Africa, Thailand, United States.
Countries with best practice policies that have adopted but not yet entered into force are encouraged to submit declarations of interest once they have met the certification criteria.: Belgium, Brazil, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Malta, Netherlands, Peru, Poland, Portugal, Romania, Slovakia, Spain, Sweden, Turkey, United Kingdom, Uruguay.
